The Army
Presentation Team – Formal invitation to an evening reception with
Brigadier Williams who commands the army in this area. This will be at
Kingsgate, Parnwell on Wednesday 3rd March commencing at
6.15pm.The evening includes a drinks reception and a presentation on
“The British Army Today”.

Minutes of a meeting of Eye Parish Council in the Leeds Hall, High Street, Eye on Thursday 21st January 2010 at 7.30pm

Speaker - Simon Machen, PCC Head of Planning
Mr Machen introduced himself and told the meeting he had joined PCC in October 2009 as head of planning. He has written to all the Parish Councils in the area and is in the process of visiting each one. He is keen to improve how the two authorities work together. Mr Machen went on to say that he is responsible for the day to day management of planning applications, building control, listed buildings in conservation areas but he is not involved in planning policy.
Mr Machen was asked how genuine is the request for the ideas and input from villages or does his department rather concentrate on city issues? Mr Machen explained that he has worked in rural areas and his aim is to improve the planning service to all.
Mr Machen was asked about the LDF – Local Development Framework which is being published and then has a 6 week consultation period. He said that there is a meeting on 3rd February of the Greater Peterborough Partnerships Rural Working Group to launch this. Mr Goodsell had discussed this at the recent Parish Liaison meeting and a large map shown the various areas. Mr Machen showed the meeting his copy which shows a large “green” wedge and blue and orange areas marked for development.
One of these proposals is for a travellers site in Thorney road – the Parish Council`s concern is that it is very close to Fountains Place, which backs onto the primary school field, as well as to Pioneer Caravans, the Larkfleet development and Acorn Kennels and Cattery.
The LDF shows that 55 new travellers pitches are needed in the PCC area - 15 are shown as to be in Eye. Members pointed out that there are already 2 here already with 2 mobile home sites and 2 others. Residents of the village are very concerned as the rumour is that the Paston travellers site is to close and the majority of those people will be re-sited in Eye.
Another 250 houses – (means 350 cars?), for Eye are
also shown in the plan. 30% minimum for affordable housing.
Members voiced concern that 90% of
Mr Booth asked how the cars from this site will be able to get in and out of the village as it is gridlock every morning and evening. Mr Machen explained that highways are involved and invited to comment on highway safety for each planning application. They look at the capacity of a junction and the safety of road users and pedestrians. Junction 8 of the parkway has had modelling but members were very sceptical of the theory actually working.
Questions were also asked about planning enforcement. Mr Machen explained that there is a new method for enforcement officers to use now and that this should provide a faster and more focused service with 4 officers now in that role. They have 250 live cases – some cases go back to 2005. the premises in Back Lane/Lukes lane is ongoing and the clerk is to email Mr Machen with up to date details but he did confirm that the property had been visited two weeks ago. It is not being used as residential but as a business. Care staff can use the bedrooms to sleep over in and the garage is used as a staff training room.
English Heritage hold much information on Conservation areas.

The Community Leadership Fund applications have been submitted to the City Council and Coun Sanders has told the clerk that he has received notification that they have been approved and are being processed.
6) Police Law and Order
PCSO Webber
told the meeting that during the last month there had been 3 dwelling
burglaries and 3 cabling burglaries. Cabling was stolen from the gas
terminal at The Reaches and their security has now been stepped up. The
Sure Ryder shop had suffered a
burglary. There had been two
incidents of bilking at the Esso garage - obtaining fuel and then
driving off without paying.
One offender was caught and admitted both offences. Aviation fuel has
been stolen from RAF Wittering. Alcohol has been confiscated from
youngsters at the
PCSO Buddle
would like to hold a Pop Quiz evening with the police team playing
members of the community – anyone interest is to contact PCSO Buddle.

Letter re our request for increasing the Conservation area to include
the cemetery – request denied.
The clerk has
written requesting consecration of the new area – response awaited.
PCSO has seen
several complaints saying that one grave is having items removed from
it. No-one has reported anything to the clerk, The Chairman has seen
nothing untoward and nor has Mr Lucken.
10) Allotments
The clerk has
received several new requests for allotments at the
2 horses are
on the other piece of land – owned by the farmer.
The lock and chain were cut off and stolen but have now been
replaced.
11) Transport, Roads and Footpaths
The clerk
sent an email to P Hillier, PCC Cabinet member concerning the problems
with the roadworks around Eye yet again.
Mr Hillier responded by saying he would speak to Paul Phillipson,
Director of Operations but he is unsure whether appalling weather
conditions may have had an impact on the works.

The judo club
are no longer coming – do they want their mats back or pay us storage.
The fire
alarm panel has been flashing – the reset button to be checked.
One new
tables quote received, the clerk will source new tables.
A recent
booking resulted in approx 200 youngsters attending and they took the
opportunity to go outside and throw snowballs.
The clerk is to write and remind them of the conditions on the
booking form – number of people, alcohol and behaviour outside.
13) Environmental Matters
Mrs Miller
has been told that the lakes are polluted – the Wildlife Trust are
checking this out.

15) Outstanding Items
Several
complaints have been made that if the chemist is not in attendance then
customers cannot get their medication.
Sometimes tablets aren`t obtainable until the next day. The clerk
will write voicing the concerns raised.
Mr Goodsell
reported that at the Parish Liaison meeting cuts to the city budget were
discussed and concerns raised at the school meals grant.
They are
hoping to re-introduce “The Soke of Peterborough”.
It appears
that Parish Councils all feel similar about the Neighbourhood Councils.
