Latest Parish Council Minutes

Minutes of a meeting of Eye Parish Council held in the Leeds Hall, High Street, Eye on Thursday 1st December 2011 at 7pm.

 

Consultation with the public until 7.10pm

Member of the public present requesting a new skate park for Eye.  The existing one has problems with its surface despite being resurfaced twice. The sheets are “flexing” down and hurting users and damaging their clothes.

Approx cost £90,000-£98,000.  BIFFA Awards suggested for funding also S106 money from the sale of The Croft and from the extension to The Garden Park.

This will be placed on next months agenda and the clerk will make enquiries with the City Council.

Representatives of Eye Car Care attended the meeting as their business was discussed at last months Parish Council meeting. They told the meeting that Ian Tobin from PCC did visit the business to look into parking issues and requested a poster was removed which they immediately did. They also stated that they have all the necessary permission required to run their business.

 

Presentation by Peterborough Garden Park on their phase 2 proposals for the Park

Mr G Eddington, Mr D King (Operations Director) and another colleague attended.

Mr Eddington told the meeting that when the site opened it was gridlock with traffic mainly caused by the traffic lights at the roundabout not being in sequence and also nearby roadworks. 

Although the Garden Park was voted the best out of town shopping centre in Britain  they are now looking at improving the “critical mass” visiting the site and the best option appears to be a food store. To accommodate this there will be a further 500 parking spaces and 2 lanes in and out the site to relieve traffic congestion – expected to be better with the A16 now fully open. Better signage will be done. The introduction of a food store would give the Garden Park a sustainable future.  Garden Parks are in talks with food stores but do not yet know which one will operate there.

They will also be creating “Wisdom Wood” with young offenders planting daffodils, The City College will be providing a Learning Centre and graffiti art at the Children’s playground. Between the Coffee shop and the proposed new food store will be an infill internal children’s play area. There will also be a gallery with the exhibition of   Peterborough City College students work. They are also working on the design for an interactive area with jewellery/potters wheel which can be opened in the evenings.

There is to be a Leisure Cycle Hub with free bike hire.

The Garden Park aims to screen off the tip.

It is anticipated it will take 9 months to build the new facility with RG Carter the favoured contractor taking on 2 apprentices.

The planning application is being made before Christmas and Garden Park have been talking with the City Planners and are seeking the support of the Parish Council.

The school transport problems are continuing and Coun Dobbs will speak with Cathy Summers again.

Eye Primary School has lost the opportunity of solar panels on its roof because of the ownership of the buildings.

The PCSO for Thorney has been asked to monitor parking at the cemetery.

40MPH signs to be checked in Thorney Road.

Coun Sanders to be asked if enforcement have visited 10A Back Lane.

 

212) Police Law and Order

Neighbourhood Panel Meeting 30th November 7pm at Newborough Primary School

1 member of the public attended. Crime has decreased in the County.

Priorities for the next 3months are -

7.5 tonne Weight limit in Crowland Road and Eyebury Road.

A Magistrate attended to talk how the police authority is to be run.  There will be an election in November for a Police Commissioner to be elected and take control of an area. Very powerful position. A panel will keep a watch on him.

There will be further information on this at the next Panel meeting on 29th February 2012 in the Community Centre in Eye.

Werrington Policing Team changes – PCSO Buddle will now be covering Paston and Ken Stimpson School and PCSO Donna Grummitt is the new PCSO for Eye.

The Chairman welcomed PCSO Grummitt to the meeting.

Letter of thanks to be sent to PCSO Buddle and her sergeant recognising her work in Eye.

There was a recent burglary in Eyebury Road in daylight.

(ii) Finance meeting report and Precept required for 2012/2013

Precept for 2012/2013

      The clerk presented the actual figures for Income and Expenditure for 20010/11,

      the anticipated figures for 2011/2012 and the estimated figures for 2012/2013.

      The Finance Committee recommends that Eye Parish Council ask for a precept of

      £65,140 which is the same as the previous 2 years.  All agreed.

 

Scale of Charges 2012/2013

      The Finance Committee recommends that all these remain the same. All agreed.

      Mr Goodsell has been investigating the energy suppliers.  The recommendations

      are 2 separate suppliers  - Eon for gas fixed till July 2013 and a 3 year electricity

      supplier. All agreed to go ahead with this.

Successful Christmas Fete – raised £1,600. There is still a vacancy for a community school governor.

Notice-Board

Quotes received for 2 types of notice-boards – oak or plastic.

Votes for oak type = 5, plastic type = 4.  Oak type to be purchased.

The Notice board will have signage on the top, lockable with room for 4 X A4 sheets of paper - 4 weeks delivery.

Mrs Meadows agreed to varnish the board  annually.

Mr Butterwick will install it.

Adam Quant, NJ Pacey Landscaping – after visiting the site Mr Quant recommends planting 25 leylandi trees at a cost of £759.40 + VAT including a bark mulch, staked  and tied .  The leylandi will be between 180cm and 210cm high, kept weed free with twice yearly chemical application which his company could do @£40 per visit.  They would require watering well. He suggests that we ask Larkfleet if they can be planted just the other side of their fence to prevent conflict with the cemetery graves.

Two more quotes to be asked for. The clerk will ask Larkfleet to be asked if trees can be planted other side of fence.

The clerk is to check what is happening with Linear Park.

There are still plastic bags on the7.5 tonne signs on the new road

Eye Car Care – checks to be made that they have planning permission for car sales on their site. 

The ambulance service asking about signs to The Spinney – may be better if they ask Highways directly.

 

221) Leeds Hall, Recreation Ground and Amenities

The work on the Olde Fire Station due for completion today.  Mr Hitchborn knows a sign writer and will liaise with Mr Smith.

Jim Daly to asked for advice on colours and another sign writer.

 

222) Environmental Matters

Mr Smith met the new gardener to look at the planters.
