Minutes of a meeting of Eye Parish Council in the Leeds Hall, High Street, Eye on Thursday 15th September 2011 at 7pm.

 

Mrs Miller welcomed everyone to the meeting and explained that as Vice-Chair she was expecting to chair tonight’s meeting as Mr Holmes was due to be on holiday.  Unfortunately he is ill in hospital and the Parish Council send him their very best wishes for a speedy recovery.

Mr Holmes apologies for absence because of his illness were accepted by affirmative resolution by the Parish Council under the Local government Act 1972.

Consultation with the public until 7.10pm

Items raised by member of the public present – concerns with the proposal by the City Council to install a disabled parking bay in a lay-by Eyebury Road. 

Concerns with extending the time of the Dogsthorpe Landfill site to beyond 2018.  The concerns are with the smell, the gases omitted and the litter coming out onto the bypass and into Star Pit.  The resident was hoping that it would cease to function in 2013 and the site would be sealed.

Mr Butterwick responded that he has concerns with the proposed disabled bay. He attended a meeting concerning the proposed private incinerator plant. He understood that once the incinerator was on line the tip would be redundant. Perhaps if objections were raised to extending the time at the tip it would accelerate the building of the incinerator.  The City Council are no longer pursuing their own incinerator.

153) Declaration of Interests

Mr A Short declared an interest in item 166 – The proposed disabled parking bay in Eyebury Road.

 

154) Items for City Councillors

Coun Sanders reported on the meeting with Nick Harding from the Planning Department of the City Council re 10A Back Lane.  Also present were Mr N Briers and the clerk. 

7.10pm Mr S Duffy arrived.

Mr Harding said that the items raised by the Parish Council under previous planning consents could not be considered by the committee – only the current application.  The planning laws are very complex.  The Parish Council do not believe the building is being used as per the planning consents. Enforcement will now issue notice to the property that they will inspect at will any time during the next six weeks. 

The latest planning matter will go to committee and a member of the Parish Council will be allowed to speak.

The Primary School admissions are controlled by the City Council and Coun Sanders was able to assist a local resident to have her child admitted.

156) Minutes of the Last Meeting – held on 18th August 2011

Page 42/11 item 143) Cemetery 4th paragraph the word should read – “grave” and not “grace”.  Once this amendment was made the minutes were accepted as a true record and signed by the chairman.

158) Police Law and Order

Report on Neighbourhood Panel meeting held on 7.9.2011.

PCSO Buddle reported that one of the Panels priorities for the next 3 months is anti-social behaviour in Eye.  This will mean a more dedicated police response especially during the night.  Anti-social behaviour has dropped recently though.  PC Trevor Longmuir will be the PC for Eye from next week and PCSO Gurkill Singh will also shortly be assigned to Eye.

There have been incidents of thefts etc at the Pioneer site and an increase of incidents in Bath Road.  A motorcycle was stolen and found burnt out down Cartmel Way.  Police did a drugs raid on in Eye last week – an operation by an outside force.

Problems in Beech Lane with illegal parking – ticket for obstruction issued.  Cars being sold on grass verges is for the City Council to deal with. There have been several “domestic” incidents which are always difficult to deal with..

In view of the anticipated long term absence of Mr Holmes it was agreed that

Mr A Goodsell is to be added as a fifth bank signatory.  All agreed.  The other three signatories will continue to be Mrs A Miller, Mr A Short and Mr A Smith.

 

 

(ii) Finance meeting report/recommendations

 

 Wren Grant – Leeds Hall

  3 quotes are required for each element of the work.  The Parish Council then

  approve the contractor and send to WREN for their approval. 

  It is sufficient for WREN and for the Financial Regulations of the Parish Council if

  it can prove that 3 quotes have been asked for.

 

  It was proposed by Mr Butterwick and seconded by Mr R Brown that the following

  3 proposals are approved

  a) The preferred builder as recommended by the Finance Committee - NJ Property

  Services. All agreed.

 

   b) The preferred boiler installer as recommended by the Finance Committee is

   NJ Property Services. 6 agreed and Mr A Short abstained.

   (Consideration is to be given as to the provision of hot water.)

   

   c) The preferred Electrician as recommended by the Finance Committee is Bedford

   Electrical Services. All agreed.

   He is local to the village and has quoted that he will provide labour free of charge.

   The clerk is to check that he will dispose of all the old fittings.

        

    To be considered is the timescale for the work and to fit in with bookings. The

    clerk to inform the regular hirers of the work and that the kitchen cupboards will

    no longer be lockable.

    A copy of each of the quotes together with the energy audit (when received) will

    be sent to WREN for approval. Many questions were asked during the energy

    audit, some of which couldn’t be answered ie is the roof and the walls insulated?

    The advisor did suggest that the Parish Council do consider replacing the roof in

    the future and making financial provision for this. Could solar panels be used as

    they would generate electricity during the day when the hall is not normally in use.

    Cracks were noticed on the outside wall but it looks as if this was caused

    when the double glazed doors were fitted.

    There is £8,000 in the Parish Councils funds from last years Community

    Leadership Fund for the hall and it was agreed that this could be used for new

    aluminium doors – one quote obtained so far.

    The fence at the cemetery is rusting at the bottom. Could the rusted rods be

     shortened? Quotes required for repairs/replacement. There is a wrought iron

     works company in French Drove.

 

    Old Garage Building - Churchyard

    The Parish Council have agreed to responsibility.  The arch is dangerous and the

     building needs a new roof.  A quote for the total repair has been received from

     RJB Builders for £6,752 plus VAT. No other quote is needed as the work is

     urgent. The church has agreed to contribute £2,000 and the finance committee

     recommend to ask the Ward Councillors if the Neighbourhood Committee

     budget of £2,500 for this year can be spent on repairs to this building - as it is for

     the village and is in the Conservation Area. The remainder will come from the

     Parish Council budget. It was proposed by Mr A Goodsell and seconded by

      Mr A Short that this work goes ahead.  All agreed. Mr Jackson will draw up the

      details of the agreement between the Parish Council and the church for the

      building and its use. It will be for the use of the church only.

 (iii) S137 Payments – None

 

160) Community Leadership Fund 2011/2012

 So far 7 applications for funding have been received –

 a) Open Space Group - £467.87 for a gazebo

 The Community Centre to be approached to see if they would like such a gazebo for

 use by all the community groups and could be stored in the Community Centre.

 b) Community Association x 3 tables £175.35. Some smaller tables required.

 c) Eye Senior Youth Club – various items eg camcorder, laptop

 Concern raised that this group is funded by the PCC

 d) Cemetery Committee, Parish Council - Notice Board, no price given Mr Briers to

 be asked to obtain quote.

 e) Eye Junior Youth Club – PS3 games etc – no prices given

 f) Councillor R Dobb has been given an application but not yet forwarded to the clerk

 g) WI – new crockery £500 with their logo on. when the Leeds Hall is refurbished the cupboards will not be locked and therefore new crockery for all hall users could be

 purchased.  The clerk will obtain a quote for this.

 

The closing date on applications for this fund will be by the October Parish Council meeting and a decision on awards will be made at that meeting. Receipts for expenditure will be required from each recipient.

 

161) Neighbourhood Committee/Parish Liaison

The next meeting of the Neighbourhood Committee will be on Wednesday 28th September, the clerk and Mr Goodsell to attend. No further details on the Parish Liaison Committee.

 

162) Planning

Applications

REF:11/00004/SCOP  Scoping opinion request under the 1999 Environmental Impact Assessment Regulations with respect to an extension of the permitted timescales (deposit of waste and restoration) from 2013 to 2021 at Dogsthorpe Landfill Site, Welland Road, Dogsthorpe. The Parish Council wish to object to the time extension on the following grounds – The smell omitting from the site, the amount of litter blowing around and the height. Concern also for the damage to neighbouring land ie the Van Hage Garden Centre site.

 

George Matthew Court – Email advising that the main demolition work will start in September. The housing association have asked for information on George Matthews.  Members are to monitor traffic coming from the site.

PCC – Cambs & Pboro Minerals and Waste Local Development framework consultation Waste Management Design Guide.  The document is available to view on www.cambridgesire.gov.uk and www.peterborough.gov.uk and comments required by 5pm on 17th October 2011.

 

163) Eye Primary School

The works on the car park extension and mobile classroom were completed on time.

This has enabled an intake of 60 Reception children this year.

Plans for further redevelopment being drawn up, the 1st phase for completion in September 2012 and finishing in January 2013.  The Deputy Head is moving on and a new one will hopefully be appointed for January 2012.

 

164) Cemetery

Mrs Miller met a parishioner and the stonemason in the cemetery yesterday.  The parishioner had previously met with Mr Holmes and the clerk and was not happy with having to have a number on the headstone.  She was also now unhappy with the nearby tree and Mrs Miller explained the Parish Council policy on headstones and reassured her that the tree was safe and that they are regularly checked.

Mrs Miller has been in touch with the Pay Back Team who is to assist with clearing up the cemetery and litter from the front path.

 

165) Allotments

The Hodney Road site is ok. One allotment at Green Road has been relet and is being worked and one rent is still owed despite 2 reminder invoices/phone call. It is being worked.  Mrs Miller is hoping to speak to the allotment holder to rectify this otherwise a termination notice will be issued by the clerk.

 

166) Transport, Roads and Footpaths

PCC – New disabled parking bay proposal for Eyebury Rd.  Objections by 16.9.11.

Eye Parish Council are to object to this proposal and to ask why is this being placed at this location as no logical reason can be found.

PCC – Road closure due to repairs/resurfacing work to Crowland Rd between the High Street to south of A47 roundabout from 19th September for upto 3 weeks from 9.30am to 5.30pm.

PCC – Road Closure Eyebury Rd/Tanholt Road junction area on Monday 26th September for the week. It is expected that the new bypass will open in October.

There are hedges overhanging the footpath at Fountains Place – clerk to inform PCC.

Footpath from Fountains Place to Benedict Square needs repairing.

 

167) Leeds Hall, Recreation Ground and Amenities

The lighting/heating is now on for the football season. The clerk to check that the lights are on for the Running Club.

 

168) Environmental Matters

The High Street planters looking good.  Mrs Miller is to replant in Crowland Road.

 

169) Other Correspondence  E-mail from Iris Boughton apologising for the omission of the Parish Council article in the latest edition of Eyescan.
