Minutes of a meeting of Eye Parish Council in the Leeds Hall, High Street, Eye on Thursday 18th September 2008 at 7pm.

140) New A1073 – Peterborough City Council and representatives

        from Morganest, the contractors for building the new road

The survey by Jacobs on behalf of the Department of Transport is to obtain views on the current A1073 and is being conducted this week in the form of a street survey/questionnaire. The team have been in the High Street and visited the local businesses and is to visit Thorney, Newborough, Cowbit and Moulton Chapel with a drop in session in Crowland library on Friday and Saturday.

Could traffic calming be used in Eye Green once the road is complete?  It is anticipated that there will be an 80% reduction in traffic using Eye Green once the new road is completed and that some form of  traffic calming will be used but it is  too soon to say what and how,  but it will have to take into account that the road will still be used by agricultural vehicles. There will be local consultation on this. The old road will be kept open – for use by buses/schoolchildren.

Eyebury Road is and will still be most probably used as a “rat run” through the village, past the Primary school and into Peterborough.  Pop up Bollards could be put in place at certain times to prevent this. 

Coun Sanders told the meeting that he considers traffic calming measures such as those in Newborough and Thorney as dangerous and that in his opinion speed cameras are better.  He does consider that pop up bollards could be the answer for Eyebury Road..

 

Lee Rowley works for Lincolnshire County Council and has been the Project Manager for the new A1073 for the last 6 years.  The project will cost 80million pounds in total with 69.8 million coming from central government and the remainder from Lincolnshire County Council, with Peterborough City Council providing more knowledge than cash. The project crosses two funding regions.

Work started with site clearance in February and then work commenced proper on 1st April with good progress has been made so far.  The road is expected to be completed in September 2010, hopefully earlier. Morganest has its main office at Thorney Road, Crowland with a small office at Carr Dyke. The new road will be 22km long, 75metres spans Carr Dyke. Earthworks for 10km have been completed at the northern end – Radar Corner to the A16 with imported materials, mainly from the Pode Hole site but some from Baston, and the ground will now be left to settle for at least 3months. 500,000 tonnes of materials have been used. Other parts of the work have been started earlier than planned ie Crowland to Wrights Drove and the B1443 Newborough/Thorney Road southwards and down Whitepost Road.  The new road will meet up with the A47 at the Whitepost Road/Paston Parkway and a new roundabout is to be constructed. A 40mph speed limit is in place here as the lanes are narrowed.  The design approval for the new roundabout is with the Highways Agency, once this has been received then work will progress.

There are over 80 drains/dykes to cross. The road will be single carriageway, the traffic surveys together with the extra funding unfortunately did not warrant dual carriageway. There will be 2.5metres of verge either side of the new road with shallow ditches(swales) which will be far less likely to damage vehicles leaving the road and with the road being straight it will give better and safer overtaking opportunities so hopefully cutting the number of accidents .The new road be classified as the A16 and the old A1073 will become an unclassified road. There will be no direct access for farm vehicles onto the new road but there will be 7/8 kilometres accommodation access for them.  The speed limit will probably be 60mph.

143) Items for City Councillors

Mr Short told the meeting that the 106 issue had now been referred back to the City Council Officer – Grahaeme Law before going to the members.  Mr Short has written to the MP as he believes that as the Town and Country Planning Act states that 106 money should be spent in the area of the work and is therefore illegal to spend it elsewhere. The clerk will seek advice from CALC. Eye and Thorney are key rural areas and Coun Sanders told the meeting that it looks like the City Council “had got it wrong”,  it is in Coun Murphy`s remit to deal with the issue and all will work together closely on it. 

The Parish Council thanked Mr Short for his endeavours and this had ensured that the problems were picked up early and dealt with. The clerk is to liaise with Thorney Parish Council.

Eye Youth Club – Mr McKean declared an interest and left the room. The senior club is not expected to re-open until October – the vacancy for a Youth Worker was recently advertised and there were more than 30 people applied. Coun Sanders and PCSO Buddle have both offered to assist on club nights. Unfortunately because of the long break and apparent lack of effort from the Youth Service continuity with the youngsters has been lost.

145) Matters Arising – not included in this Agenda

The Community Planning Meeting will now be on 8th October at 7pm at the Langley Pavilion, Lindisfarne Road.

 

 

 

 

146) Police Law and Order

PCSo Buddle reported that the Neighbourhood Panel meeting was held on 4th September and despite extensive advertising for the meeting there was not many people attended from Eye. 

The Panel`s  Priorities for the next three months are –

To combat Anti-Social behaviour in Eye (includes drugs related incidents)

To combat Anti-Social Behaviour in Thorney

Speeding in all the villages

PCSO Buddle went on to say that the crime figures are stable at the moment, with thefts from sheds/garages and items such as handbags left in vehicles.  She has had a high “call to service” to Bath Road but is working with Accent/Nene housing to resolve issues there and the tenants are to sign a God Neighbourhood Agreement which sets the ground rules and could result in them losing the tenancy to their house if this is contravened. The clerk will check on the housing priority for villagers.

Sergeant Bradshaw has a meeting at the Somerfield Garage this week with their head of security and it is hoped their “in house” security will be tightened up which will further reduce the crime statistics for Eye

There will be an open meeting for residents in the Leeds Hall on 14th October to discuss the Community Plan results on policing with Sergeant Bradshaw..

There is a NHW Association AGM and training morning on Saturday 25th October at Tyesdale Community Centre, Bretton commencing at 10am.

PCSO Buddle thanked everyone for there help and support this week in the search for the young girl that was missing from home – wonderful Community Spirit. It was also a very impressive police operation and had a happy outcome.

There has been an attempted distraction burglary here and in other areas – with youngsters “losing” footballs and asking for help in finding them. The police are asking for extra vigilance especially around older peoples homes.

Two heavy lorries were seen parked on zigzags.

Speeding a problem around the school, Peterborough Road and Thorney Road. the school area and Peterborough road are regularly checked and PCSO Buddle will request a speed check in Thorney Road. 

 

147) Discuss the possibility of an Annual Louis Smith Sports Award

Mr Booth suggested an annual Louis Smith Sports Award in Eye for sporting excellence.  This would keep Louis Smith and his gold medal achievement alive for many years to come. All the various clubs in Eye, together with the schools to be asked to take pat.  The Parish Council agreed this is a good idea.  Mr Booth will draw up the details in conjunction with the clerk and Louis Smith will be asked if he would be willing to let us do this in his name and if he would be on the judging panel. The details will then be bought back to the Parish Council for the final approval.

The Community Centre are keen to honour Louis in some way and may have funds available.

 

148) Community Leadership Award

Mrs Walls declared an interest as she is the Treasurer of the Junior Youth Club and they have applied for funding.

a) Applications:

The Parish Council object to this application as it is not in keeping with the area.

Survey 10a Back Lane – Details of surveys undertaken by two Parish Councillors to be referred to the Planning Enforcement Officer at the City Council.

Two quotes for the pillar/gates have been received, the third is on it`s way.

Although the pin is out of the pillar it is anchored at the bottom.

153) Transport, Roads and Footpaths

The Chairman finally met with the lady form the City Council responsible for trees.

They had an extensive walkabout visiting Olav Drive, Boxgrove Close, St Michaels Walk and the High Street.  The damaged/diseased trees will be replaced.  The tree by the crossing will be trimmed as it is obscuring the view.  The Bridge in Hodney Road is overgrown and full of dog poo and is the responsibility of Highways.

 

154) Leeds Hall, Recreation Ground and Amenities

The bin left at the Langley Pavilion will be removed by the City Council and

Signs there are needed saying – no dog fouling needed.

Unfortunately there is mud everywhere around the pavilion.

The work in the churchyard is nearing completion.

The seats at the rear of the Community Centre need removing – the clerk is to inform Louise Wilcox.

Mr Hibbins to be asked about the fans – repair or replace.

An inspection by PCC Licensing Department was carried out on the Leeds Hall.  Very positive report with only several minor points – ie;Fire Assembly Point notices.

 

155) Environmental Matters

 The Quarry meeting was quiet – they are less busy.  The next Pode Hole quarry meet is 14th October.

There has been “smells” in the High Street – members are asked to note dates, times and wind direction and inform the clerk.
