75) Election of Chairman

Mr M Holmes was proposed as chairman by Mr N Briers and seconded by

Mr T Hitchborn.  All agreed.

Mr Holmes signed the Chairman’s declaration of acceptance of office

83) Matters Arising – Not included in this agenda

Letter from Royal Mail, Anglia Region confirming that the Post Office in Eye is contractually obliged to continue to offer the postal packet collection service. The Parish Council will monitor this.

This week’s local paper did mention that The Neighbourhood Councils are being renamed – at what cost?

 

84) Policing

Neighbourhood Watch meeting held on 28/4/2011. The Probation Service attended and gave a short talk on the Community Pay Back Scheme.  Assistance with gardening or other projects can be given – please contact PCSO Buddle.

The next Neighbourhood Policing Panel will be held on Tuesday 24th May at 7pm at the Manor Farm Community Centre, Eye.

Warning of bogus charity collectors operating in the area.

The show home on the Larkfleet site in Thorney Road was broken into recently – damage on entry but nothing stolen.

An orange light was removed from the top of a works vehicle in Waltham Walk

(ii)  Finance Committee Meeting Report

Audit 2010/2011

Each member received a copy of the following -

Section 1 – Accounting Statement for the Annual Audit, Bank Reconciliation sheet

Receipts and Payments Account for the Year & Fixed Assets

The monies held from grants from last year and this year will be shown separately as it is “ring fenced” for assistance with the Leeds Hall refurbishment – approx £13,000.

The clerk is to investigate other High Interest Accounts/Yearly Bond etc once the Hall refurbishment has been sorted out to try and earn more interest.

The precept may be reduced next year – further information awaited - Parish Liaison/Neighbourhood Councils may be able to help.

We should promote the pavilion more – Eyescan/our website.

It was agreed to recommend to the full council that the figures presented are approved for the audit.

Review of Waste Collections

The clerk has looked into the costs and has found a provider that is half the costs of Biffa, the current provider.  Their contract is due for renewal on 31st July and so the Finance Committee recommend changing providers then.

Allotment Rents

At the moment Full allotments are £22pa and half allotments are £11pa including water costs.  Notices have been sent that rents will be reviewed. The cost is the same for parishioners and non-parishioners - pensioners are free.

It was proposed that because of the rising water costs that from next year full allotments will cost £30pa, half allotments will be £15pa with this being doubled to non parishioners ie £60pa and £30pa – will include water costs.

Pensioners will be charged half price and any new allotment holder who is a pensioner will pay the ordinary rate – no concessions.

The clerk will advertise the availability of allotments in Eyescan/website.

The half year precept has just been received.

The Parish Council have received written notification of a land rent review next year  and Mr Gee has been asked to assist. He has been discussing Land Rents with Stephen Knipe - trying to establish an average rent. The rent from the Land should cover its costs The weather can have a big effect.  Wait and see.

(iii) Approval of 2010/2011 Audit

The clerk read out the Statement of Assurances 1-8 and it was agreed that all

could be answered yes and that the audit for 2010/201 be approved.

(iv) Report of 2010/2011 Audit

Written report just received from Mr Wright, the Internal Auditor.

The cash and petty cash book have been checked and it is recommended that regular Bank Reconciliations are undertaken and a spread sheet format will assist with this.  Recommended that higher interest deposits accounts be investigated and that the council continue to review Risk Management.

It was agreed that the above recommendations be implemented.

86) Planning Applications/Decisions

Applications:

REF:11/00269/FUL  Demolition of building and Construction of 13 2xbed 2 storey dwellings for the over 55s with community hall with parking and Amenity Space at George Matthews House, Hodney Rd, Eye for Cross Keys Homes

REF:Installation of 1 x internally illuminated fascia sign and 1 x internally illuminated projecting sign at unit 15 Peterborough Garden Park for The Edinburgh Woollen Mill. No comment

REF:11/00684/ADV Installation non illuminated sign – retrospective.  38A High Street, Eye by Larkfleet Homes.  The Parish Councils concern is that this sign adds no value to the facility and is in the Conservation Area.

REF:11/00269/FUL  Demolition of ext building and construction of 13 no.2xbed storey dwellings for the over 55s with community hall, ass parking and amenity space at George Matthews Court, Hodney Rd, Eye.  No comment.

REF:11/00592/FUL  Construction of 3x4bed and 2 x 5bed detached dwellings with garages and access at land to the Rear of 3 to 11b Crowland Road and Rear of & and 9 Green Rd, Eye Green. This application has fewer houses but larger than in the previous application.  No comment.

Decisions:

REF:10/01601/FUL  Retention of existing temp showroom and ext of existing (A1) retail use to include A2(office) or (B1 (office) as sole entity at Webbs Yamaha Centre, High St, Eye.  Permission Granted.

Other planning matters -

Peterborough City Council – The City Council submitted the Peterborough Site Allocations DPD to the Secretary of State for Communities and Local Government via the Planning Inspectorate.  Copies are available for inspection and a CD is enclosed with this letter.

Peterborough City Council – The Cambridgeshire & Peterborough Minerals and  Waste Plan has been found “sound” by the Inspector.

 Enforcement, Planning Dept, PCC - Notification that investigations are ongoing on  10A Back Lane, Eye.  Is this an unlicensed business premises – have their rateable value and business rates been looked at?  The Parish Council believe that permission was granted for one room to be used as an office and for the parking of two vehicles on site.

Alan Jones, Minerals and Waste Officer, PCC – Telephone call to say that Pode Hole Quarry has asked to extend their opening times, full application to follow.

Copy of letter from Stewart Jackson to Larkfleet and their response concerning the Larkfleet Development off the High Street, Eye.

 

87) Cemetery – Report

Letter received requesting that a cherry tree is felled because of problems with birds and their droppings being deposited on a nearby gravestone.  Request declined.

Mr Lucken to be asked to cut grass in the new cemetery extension.

The plaque for the memorial tree has been ordered.

 

88) Allotments –Report

Inspection of allotments by the working party to take place on Thursday 26th May 2011.

 

89) Transport, Roads and Footpaths

Request from resident and neighbours at 3A Eyebury Rd, Eye for financial assistance to make additional parking. Mr A Short declared an interest and left the room.

There is currently room for 4 vehicles in the lay-by.

They may be a “covenant” or similar on the grassed area which would prevent any of the grassed area being used for other purposes.  The clerk will investigate and notify the residents of her findings. Would this proposal ease the parking/congestion in the area? Do not wish to see the loss of footpath.

It is believed the cost for this would be around £25,000, the City Council have no money in its budget and there is no provision in the Parish Councils budget this year.  Budget cuts are anticipated next year but how much is not known.

If the parish agreed to assist would this set a precedent for other similar areas.

The residents have surveyed their neighbours – 4 agreed and 4 made no comments, 3 have back entrances and dropped kerbs.

Crowland Road at the cemetery and the nearby roundabout to be resurfaced.

The position of the gulley’s in the drains in the High Street will be checked when it rains so that remedial work can take place.

If the new road isn’t open in October then the A1073 to Eye will be resurfaced ready for the winter.

The footpath in Thorney Road ceases at the Vicarage. Lee Moore will check if this should have been completed under the nearby Larkfleet development plans.  If not the Parish Council will approach Larkfleet and the Neighbourhood Council for assistance in completing this 53 residences of the newly completed care home could be affected.

The entrance to the Larkfleet site needs remedial work because of vehicles going up the kerb.

The 30mph signs need changing for m the 40mph signs.

New safety camera installed on Crowland Road – monitors traffic going towards Crowland.

 

90) Leeds Hall, Recreation Ground and Amenities –Report

Acknowledgement of the funding application for the hall received.  Quotes to be sought for new aluminium doors.

Mr Holmes is to meet with the Primary school council next week to look at Play equipment for Little Close.

The clerk is to send the Head teacher the parish Council minutes by email.

The football season ends on 21st May and therefore the hot water etc will be turned off for the summer. If there is to be a football tournament during the summer the clerk will inform Mr Smith.

Summer bedding is now being planted up in our planters – plenty of watering will be required.

 

91) Vacancies on Eye Parish Council

Two vacancies despite recent election.  To be held in abeyance – the clerk to check with PCC that this is in order.

 

92) Environmental Matters

Eyebury Quarry Liaison Meeting 20th April.

Meeting dates are changed.

New permits to be issued – Our PCSOs correct telephone number to be put on them.

 

93) Other Correspondence

CPALC – A training course for members at the CPALC St Ives will be held on Monday 20th June, Monday 27th June and Monday 4th July from 7-9.30pm.  The cost is borne by the Parish Council and members who have recently joined the Parish Council are strongly advised to attend.

 

94) Outstanding Items

Do the City Council provide new councillor training?

The clerk has been called for Jury Service in June so the office may be be open at the usual time but meetings will be covered.

Mr Briers now works abroad a lot but he will attend meetings as often as he can.

The primary school plans for expansion will soon be in for consideration. 

The school swimming pool is well used.  The plans for primary school places is being drawn up by the City Council.
