MINUTES of the ANNUAL GENERAL MEETING of Eye Parish Council held in the Leeds Hall, High Street, Eye

on

Thursday 20th May 2010 at 7.25pm – after the Annual Parish meeting.

72) Election of Chairman

Mr M Holmes was proposed as chairman by Mr T Gee, seconded by Mr T Hitchborn.

All agreed.

Mr M Holmes signed the Chairman’s declaration of acceptance of office.

 

73) Election of Vice-Chairman

Mrs A Miller was proposed as Vice- chairman by Mr N Briers and seconded by

Mr A Smith.  All agreed.

78) Items for City Councillors

Congratulations to Councillor Sanders for retaining his seat.

At the recent General & City Council Election residents of Eye Green had to go to Newborough to vote – some were not happy with this. It is up to the Ward Councillor to challenge this.  Concern was also raised that the Independent councillor’s agent was visiting polling booths and asking questions.  If a breach of the electoral law has occurred then the Monitoring Officer be informed and a police investigation will take place and the findings made public.

The Environment Agency has undertaken a flood/water analysis – Mr Short has seen this document.

10A Back Lane continues to be a problem – believed to be breaching planning conditions. The problem of parking continues in Lukes Lane and the High Street because of many visitors to the above address and the Nursery staff not parking on their premises.

 

79) Minutes of the meeting of 15th April 2010

The insurance liability should be increased to 10m.  The clerk is investigating.

 All agreed that the minutes be signed as a true record.

 

 80) Matters Arising – Not included in this agenda

 Mr Duffy has read the document from the Peterborough Council for Voluntary   Service and although it only costs £1 to join he could see no benefits to the Parish Council joining.  All agreed.

 Another insurance quote is being sought.

 Letter received from Karl Hick, MD of Larkfleet. After last months Parish Council meeting he has instructed his architect and planner to amend the current application to retain a 5-bed house and adding 3 additional 4-bed houses. This will result in 5 x 3-bed houses being removed. He has written to the Leader of PCC highlighting the concerns with affordable housing and requests that those houses in non-urban areas are given to people with local family connections. The Housing Association have been requested to speak with the clerk to discuss anti-social behaviour. 45% of houses on The Meadows is affordable housing and only 17% on the Thorney Road development.

S106 agreement is in place for Linear Park and this will be for public use.  At Thorney Road there are plans for 2 young children’s play areas with play equipment.

Mr Hick will visit the Parish Council if required.

The Parish Council will continue to comment on every planning application.

 

 81) Policing

PCSO Buddle reported recent incidents - bilking from the Esso garage.

A ride on mower stolen from Eyebury Road. The advice is to make such items secure, as they appear to be stolen to order. 2 thefts from building sites,  a motor vehicle and motorcycle theft.  The motor cycle was recovered.

Other incidents this month – an assault, possession of cannabis and damage at Sue Ryder.

The calls to service in Bath Road has decreased – each household has been visited and warnings about anti-social behaviour given.

Cleve Place very quiet.

 2 youngsters may be issued with ABCs – Behaviour contracts.

The acting head teacher at Eye Primary School  is involved with the walk to school week.

Problems in Tintern Rise with quad bikes and mopeds – police motor bikes and riders dealing with this.

Ian Tobin, PCC has a meeting this month and will discuss the problem with the van parked on the High Street verge.

At the Nature Reserve there are large groups of “Europeans” gathering at weekends – last week at 11.30pm they were playing football – PCSO Buddle moved them on.

The next Panel meeting is on 2nd June at the Duke of Bedford Hall, Thorney.

PCSO Buddle has been working with some children and PCC at the skate park for repairs to be done.  A drunken group of youngsters from Bretton and Orton were put back on the bus home last weekend.

A 16th party in the Leeds Hall last Saturday resulted in PCSO Buddle and other officers confiscating a lot of alcohol, 2 toilet seats and a towel holder were damaged inside the hall.

Graffiti on the Barbers Shop is being investigated – it is a criminal offence.

The clock at the Pavilion controlling the lights fell apart and has now been repaired.

Does the donation to Eyescan cover its printing costs?  The clerk to ask Mrs Parkin.

 

Finance Committee Meeting Each member had received a copy of the Internal Auditors report and all actions have been completed.

Audit 2009/2010 Each member received a copy of Section 1 – Accounting Statement for the Annual Audit.

The Leeds Hall expenses are higher than the income, as is usual.  The colour  floodlights need renewing.  The buffer will be used to clean the Pavilion floor.

It was agreed to approve the figures presented.

Review of Financial Regulations

The Financial Regulations were reviewed and recommended to remain the same.

All agreed.

The half year precept has just been received and so it was agreed to transfer

£30,000 into the higher interest account as soon as possible.

A cheque sent last month went missing in the post – this was stopped and a new cheque issued.

 

 (ii)Approval of 2009/2010 Audit

     The clerk read out the Statement of Assurances 1-8 and it was agreed that all

could be answered yes and that the audit for 2009/2010 be approved.

To erect 6 wind turbines at Land north east of Thorney, Wryde Croft, Peterborough

Appeal allowed.

PCC – Peterborough Core Strategy Development Plan has been submitted to the Secretary of State.  CD enclosed, the submission can be viewed on the PCC website, a paper copy can be obtained.

The clerk and chairman will call a planning meeting before the next full council meeting.

 

84) Cemetery – Report

It was suggested that a sandbox for Remembrance crosses be made available ready  for the next Remembrance Day.

4 burial plots left on the old area.

 

85) Allotments –Report

The tap at Green Road has been repaired – difficult to locate the stopcock.

There are several allotments at Green Road that need to be worked and 2 for relet.

One unworked allotment at Hodney Road has been vacated.  2 have been ploughed.

There are only 2 good plots to be allocated.

The Green Road roadway will be repaired next week and the chairman and Mr Smith will meet and look at the Hodney roadway.

 

86) Transport, Roads and Footpaths

The Chairman and Mrs Miller met with Lee Moore from PCC and looked around the village at roads and footpaths.  The damaged kerbs in the High Street will be renewed and other repairs done.

Waltham Walk – a slurring repair will be done to the footpath. 

The footpath from Fountains Place to the Bakery is in poor repair.

The traffic calming in Crowland Road has had slight changes in the final consultation but should improve the road.  There will be 2 zebra crossings.

PCC - E-Mail from Amy Bowles, Transport Planning Officer,  – Meeting re junction 8 roadwork’s to be held on 19th May at 630pm at the Charteris Centre, Normanton Road, Welland, Peterborough.  A member of the Parish Council is invited to attend – please inform Ms Bowles.

PCC – Road closure B1443 Bukehorn Road, 8am to 8pm 14th June to 9th July.

PCC – Email showing bus service changes. From 30th May - Citi 7 from Yaxley/Stanground/Queensgate/Fletton Parnwell to Eye replaced by services 36 & 37.

Stagecoach 37 – now low floor accessible buses.  1st service on Saturdays will now leave Queensgate at 9.05am. Stagecoach 36 will be increased to hourly between Thorney and Queensgate.  1st bus from Thorney to Queensgate Mon/Fri 6.30 am. Last bus from Queensgate will be 17.45pm.

 

87) Leeds Hall, Recreation Ground and Amenities –Report

Quotes will be obtained for the hall refurbishment as per Aprils meeting when it has been decided what is required.

The spot lights need replacing.

 

88) Environmental Matters

Pode Hole meeting held on 19th May which included a tour of the main site and the Borrow Pit.  It is a huge site, is a rolling restoration and has been done very well so far. Signs – Open to the Public, are now permitted.  They can sell sand and gravel to businesses only.

The issue of trees/hedges at their roadside will be addressed in the autumn – when bird nesting ceased.  Lakes still need pumping.

Susan Marsh has now left PCC.

The Mineral & Waste Document has been updated on the website.

Dave McCabe missed our Parish Council meeting and wishes to attend with his new manager.  The clerk will arrange this.

A letter has been received from Rachel Price concerning the children’s activity on the Nature Reserve this weekend.

Invitation to a day trip to John Clare country on 4th June this includes free guided tours of two top Nature Reserves.

 

89) Other Correspondence

PCC – Caroline Rowan has now replaced Alison Ivatt as the Neighbourhood Manager for North & West.

PCC – Annual City Council meeting on 17th May 2010

Sally-Ann Jackson, Peterborough Rep for the Campaign for the Protection of Rural England – She would like to talk to Eye Parish Council about their proposal for an officially designated Green Belt around Peterborough. The recent public meetings showed the strength of feeling in Eye. Ask to the July meeting.
