MINUTES of a meeting of Eye Parish Council held on Thursday 17th March 2011 in the Leeds Hall, High Street, Eye.

Consultation with the public until 7.10pm

2 members of the public present. Nothing to discuss.

In The Chair:  In the absence of the Chairman and the Vice-Chairman Mr A Short was proposed as Chairman for the meeting by Mr A Smith and seconded by

Mrs A Meadows, all agreed.

 

Attendees:Mr R Brown, Mr R Butterwick, Mr S Duffy (arrived late), Mr T Gee, Mr A Goodsell (arrived late), Mr D Jackson, Mrs A Meadows, Mr A Smith, Mrs A Walls and Coun R Dobbs.

 

37) Declaration of Interests

Mr Short decreed an interest in Finance item 42(i) Voucher 180.

 

38) Items for City Councillors

The Parish Council thanked Councillor Dobbs for sorting out the Arthur Mellows School bus issue.

Mr Short asked Councillor Dobbs how much it was costing the ratepayer for the change of name etc for the Neighbourhood Councils; he has no knowledge of this but will find out.  The Neighbourhood Council for this area is being reviewed.

40) Minutes of the Last Meeting held on 17th February 2011

Once Mr Jackson’s first name has been corrected the minutes were agreed to be signed as a true record. Mr Short said that he believes the Chairman should sign the copy he has received and that then is the true Parish Council record.

 

41) Matters Arising – not included in this Agenda

Nothing further has been heard about the Post Office in Eye not being used as a collection point for returned resident’s parcels. The clerk is to write to the Post Office asking if changes are being planned and pointing out how residents in Eye could be badly affected especially the elderly and those with no transport.

 

41) Police Law and Order

The North East Rural Panel Meeting was held on 1st March in Newborough.  Only one member of the public attended.

There were no issues for Eye, the main priority is the entrance to Norwood with the fly tipping etc. Although this is not in the Newborough ward it affects everyone travelling to Newborough from Peterborough.  The site is under surveillance for fly tipping etc.

They are looking to tag the Panel meetings on to the Neighbourhood Councils as the Panels have been so successful.

PCSO Buddle is to be asked to check the rear of the Spade and Shovel, as the pub is now closed and there is a suspicion that the rear area is being used as a “drinking den”. It is believed that the Red Lion has now reopened.

Voucher 181 – as, this is a “catch up” invoice as the meter was read and the previous two invoices were estimates.

43) Planning

a) Applications:

REF:11/00301FUL  Rear extension to form dining room and extended garage at 15 Ixworth Close, Eye.  Neighbours - No objections.

Decisions:

REF:10/00613/ADV Installation of illuminated fascia sign and site entrance illuminated sign at Land Off Thorney Road, Eye for Axiom Housing Association. Permission Granted.

REF:10/01644/WCPP  Removal of condition C20 & C13, play area/open space of planning permission 04/01978/FUL at Land off Thorney Rd, Eye . Permission Granted.

REF:10/00650/WCMM  Variation of conditions 3 & 4 to ext time limit for completion by further 12 months and to retain recycling facility until 31.12.2021 at Eyebury Quarry for Biffa Waste Services Ltd. Permission Granted.

REF:10/01622/WCPP  Removal C13 (provision of play area) of planning permission 10/00208/FUL – Construction of 49 dwellings. Permission Granted.

Appeal Decision: Land opposite The Nurseries, Green Road, Eye by Mr Guy Barron for the proposed change of use form agricultural to storage of touring caravans.  Appeal dismissed.

Peterborough City Council – Letter advising that they are to shortly to publish consultee responses to planning applications on line.  Any comments on this proposal to be made by 29th March 2011.

 

44) Eye Primary School

Mr Goodsell reported that he is attending a meeting next week to discuss plans to extend the school. It is hoped that this will allow for 2 full intakes starting this year but no additional buildings this year. The school has applied to put in solar panels and a survey is being done on this. It means that 4KW power form the roof will equate to a saving of £500 per year.

 

45) Eye Parish Council Elections 2011

Mrs Walls told the meeting she is not seeking re-election.

Members invited to give their nomination papers to the clerk by 10am on Friday 4th April then she will deliver them to the City Council.  The return date to the City Council Monday 4th April at 12noon.

 

46) Cemetery

The Cemetery Committee will inspect soon.

A complaint was received about noise and litter in the new area and the Chairman and the clerk are monitoring this.

A sign has been placed on the Biffa Bin stating no dog waste.

The rules will be posted up near the gate.

 

47) Allotments

A request for the water to be turned on at the Hodney site has been received –

Mr Smith will do this at the weekend if no further frosts are forecast. He will test the water and inform the clerk if any problems found.

Water at the Green Road Allotments is left on permanently.

 

48) Transport, Roads and Footpaths

The clerk read a letter which had been sent to both MPs by William Webb from Lincolnshire County Council concerning the new A1073 bypass.  The problem has been caused by the underlying clay layer separating in two.  Remedial work is to be undertake to install reinforced concrete piles along the bottom of the western embankment - this will be at an additional cost of £4m and the road could now be open by mid-September.  Any blame issues will be dealt with later as the priority is to deal with the problem and open the road.

Large pot hole outside 7a Eyebury Road – to be reported. Many more everywhere.

Lorries are using Whitepost Road then Green Road.

Notice in the local paper that 7.5tonne limit sign being erected in the High Street – all the village is subject to this limit.

Eyebury Road was recently blocked by a large arctic lorry that couldn’t pass through.

The 20MPH outside schools limit is due to commence on 21st March but the City Council have had problems obtaining the correct signage so this will be delayed.

An area near “Muddy Paws” has had an area cleared through – why?  Will be looked into.

When is Thorney Road to be reduced from 40MPH to 30MPH as there are now houses on both sides.  The clerk will investigate.

 

49) Leeds Hall, Recreation Ground and Amenities

A new exercise class has commenced in the Leeds Hall on Saturday mornings.

One quote for a new boiler is awaited and the WREN funding application can then be submitted.

Lots of litter on the Recreation Ground – small pop bottles etc, the clerk has suggested to the Junior Football Club that their members have an occasional litter pick.

Dog waste bins have been overflowing and black bags of dog waste been left near the footballers container unit. Councillor Dobbs reported of the same problem at the Nature Reserve. To be reported.

Mr Smith will alter the pavilion timers for lighting/hot water as necessary.

The Chairman, Mr Smith the clerk and two others visited the new Care Home on Thorney Road – really nice.

 

50) Environmental Matters

The next meeting for the Eyebury Quarry Liaison Group is due to take place on 30th March.

Pode Hole Quarry – all personnel have changed so we will wait to hear of another meeting or whether they wish to visit the Parish Council.

Mr Brown attended a meeting at the Dogsthorpe Tip earlier tonight, they have received more complaints about litter.  The site has been burglared 4 times this week.

An area at the bottom of Peterborough Road appears to have” residents under canvas” and be used to burn cable etc – police to be informed.

 

51) Neighbourhood Council/Parish Liaison meeting

Next Parish Liaison meeting cancelled by the chairman due to lack of business.

Next Neighbourhood Council meeting changed from tonight and is on 7th April in Helpston.
