Minutes of a meeting of Eye Parish Council held in the Leeds Hall, High
Street, Eye on Thursday 17th February 2011 at 7pm.
Consultation with the public until 7.10pm
3 members of the public present.
Two people from the café in the High Street as their plans for extending opening hours from 3pm until 4pm and from 9-2pm on Sundays for consultation. The large advertisement sign has now been removed.
Mr McKean told the Parish Council that he had been told that Eye Post office may lose the service for parcel collection. This would mean that any parcels delivered by the Post Office in Eye where the householder was out would no longer be able to be collected from the Post Office here but have to be collected from the Distribution Centre in Werrington. The clerk had not been notified of this but will make enquiries.
The Chairman welcomed the two new members to the Parish Council – Rob Butterwick and Dale Jackson and members introduced themselves.

20) Items for City Councillors
The clerk
asked for assistance with collecting the Parking Permits provided for
members by the City Council.
They had changed the system and insist that permits have to be collected
and signed for. The clerk had suggested Recorded Delivery Post.
Coun Sanders will collect these for the Parish.

24) Police Law and Order
The next Panel
meeting is on 1st March at
Mrs Meadows
expressed the wish that the Panel be better attended by members of the
public – this only happens when there is an issue.
The current
priorities include Anti-Social behaviour in the High Street, Eye around
the Blue Boar and Londis supermarket.
Incidents this
month include unoccupied house in Verde Close having all electrical
appliances stolen from the kitchen.

The clerk apologised for the wages amounts not being included on the agenda

Sanders originally referred this application to committee but withdrew
this at the request of the Parish Council.
The head of the Planning Department decided to still refer to the
Committee due to the number of objections and a letter from the MP
voicing his concerns. Members of the committee will visit the site as is
their usual procedure before the application goes to the committee on 22nd
February.
The Site
Allocations Consultation is now in its final stage, The Parish Council
will respond again as before – no development outside the village
envelope and individual members can also respond.

PCC – Email advising that she is meeting with planning colleagues on the
7th March to discuss the format for the local community
action plan and she will report back to the Parish Council after that
meeting.
Eye View is now occupied by 2 caravans and the site will be monitored by
the Enforcement Officer.
Larkfleet Care
Home visit - 22nd February, 3pm.

The school
were inspected by Ofsted in January and the report was satisfactory.
Current pupil
numbers are 315 – capacity is 320.
Anticipated
intake next year is 60, 1st and 2nd choices.
The school is looking for further expansion and discussions have
been held recently with local planners.
The Ward Councillors both offered their support.
The Chairman
and Clerk to contact the Head Teacher to arrange to visit the
school/school council to improve links with the Parish and the
community. One suggestion is
for year 6 pupils to write to the Parish Council with their
likes/dislikes of the village and any ideas for improvement.
Year 5 pupils
are to paint a mural at the Larkfleet Care Home.
28) Cemetery
Biffa the
waste bin provided have reported a problem with black bags of dog waste
being placed on he top of the bins which causes a Health & Safety issue.

Limit around the school will come into force on 21st March

bush overhanging the footpath close to the Primary School – Mr Duffy
will let the clerk know exactly where.

31) Leeds Hall, Recreation Ground and Amenities
Quotes awaited
for a new boiler and new low energy lighting for the hall so the grant
can be applied for.
New white
liner hs been obtained for the football pitches but their storage
container is full of empty white liner cartons – the celrk is trying to
organise for these to be removed.
Community Pay
Back workers been working in Eye – used to work in the cemetery over the
winter.
32) Environmental Matters
Dave McCabe from Pode Hole quarry was due to attend the March Parish
Council meeting but has now left the company.
The clerk will contact the Quarry Manager to ask if they will be
having a Liaison meeting or whether another representative will attend a
Parish Council meeting.

33) Neighbourhood Council/Parish Liaison meeting
Mr Short
completed a questionnaire concerning Neighbourhood Councils on behalf of
the Parish Council for the PCC Scrutiny Committee. This response has
been acknowledged.
The next
Neighbourhood Council meeting is in Eye on the same evening as our
Parish Council meeting.
The
Neighbourhood Council has agreed to purchase equipment for the skate
park in Eye for £2,500 –
without any consultation with the Parish Council.

missed the Parish Liaison meeting as he was stuck on a train.

Dobbs reported that common sense has finally prevailed and that Year 11
pupils from Eye will from April go direct to Arthur Mellows on the bus
rather than via Queensgate.
No plans for
Royal Wedding celebrations in Eye that the Parish Council are aware of.
