97) Items for City Councillors

Community Leadership Fund for 2011/2012

Once again there is £5,000 for Eye.  This will be on the next agenda for the Parish Council to decide how this is to be allocated.

Mr Duffy and Mr Jackson have agreed to be the Parish Council Reps on the Community Association.

 

101) Police Law and Order –

Neighbourhood Panel meeting held on 24th May 2011

The priorities for the next 3 months will be –

Anti-social behaviour in Eye - the High Street, Little Close and Crowland Road.

Parking on yellow lines etc in Wisbech Road, Thorney

 Speeding in Peakirk.

Coun Sanders has spoken with PCC re parking issues in Eye and Thorney.

Mr Brown reported that £54,000 electricity cable stolen from Dogsthorpe Tip in the last month.

Diesel thefts around the area, plant worth £20,000 recovered from premises in The Causeway at Thorney.

Peterborough Police delighted to announce 34 people arrested across Peterborough as part of Operation Riptide - the ongoing crackdown on Class A drugs.

103) Risk Management

Mr Butterwick has agreed to take on this role for the Parish Council and has updated the Risk Assessments.

 

104) Planning

a) Applications:

REF:11/00447/OUT  Construction of warehouse extension for the storage of seeds at Dalmark Seeds, Thorney Road, Eye – all on their site.  No Comment

REF:11/00840/FUL  Construction of a single storey side and rear ext at 2B Tintern Rise, Eye. No Comment

REF:11/00684/ADV  Advertisement Application non illuminated sign – retrospective at 38a High Street, Eye for Larkfleet Homes.

Permission Refused

There will be a Pre-Hearing Meeting on Wednesday 20th July 2011 in The Town Hall, Bridge Street, Peterborough.  Further details to follow.

 

Simon Machen made a planning presentation on 7th June at 11am in Stuart House to Parish Councils etc.  The clerk did ask if this could be made later in the afternoon/early evening so that working Parish Councillors can attend and that future meeting times can also be made accessible

 

105) Eye Primary School

Eye Primary School has put in plans to the City Council for the new mobile classrooms for September. The details are on the PCC website but not yet received at the Parish Office so cannot be commented on yet. No problems foreseen.

The car park improvements will be done first.  The school expects that the new classrooms will be in place and properly equipped for the start of the new school year.

The Diocese are to complete a Section 48 Inspection on the school shortly.

The Parish Council Chairman has visited the school several times this month.  He has met the school council and visited the Little Close Play Area with them and the Officer from the City Council.  They will all liaise on what new play equipment is required. The Chairman is also due to attend a school assembly and present Achievement Certificates.

The clerk is to arrange a finance meeting to discuss the S106 monies once further information has been received from the Officer at the City Council. Some of the money goes back before Neighbourhood Councils were created.

 

106) Cemetery

The clerk will arrange a site visit by the cemetery committee in early July.  One area to be looked at is the cherry tree which has had birds causing a problem on a nearby grave which the clerk has received several complaints from a relative.

There has been a problem with a relative complaining about the number of a plot she has purchased.

Mr Lucken will be asked to trim the trees in the churchyard.

 

107) Allotments

New taps have been fitted at the Green Road allotments and Anglian Water to be asked to fit a new stopcock.

 

108) Transport, Roads and Footpaths

Lee Moore, PCC - The footpath in Thorney Road will link up to the Bakery but Lee has no timescale as to when this will happen. Lee is also dealing with the the footpath in Crowland Road.

Peter Tebb, PCC – E-Mail advising of the change of speed limit from 40mph to 30mph in Thorney Road. This is with the legal department of PCC and will then be advertised later this month.  It is anticipated this will then take effect in late July/mid August.

The yellow lines in the village and the zebra crossing markings are to be repainted – a new contractor will be doing this so no time scale has been given for completion of this work.

Lee Moore to be informed of the following - the drain cover at the McDonalds roundabout has “gone again” and is now exposed.

The pot holes half way down New Road need repairing.

 

109) Leeds Hall, Recreation Ground and Amenities

Quotes awaited for new aluminium front door for the Leeds Hall.

Eye Utd - Under 13s football team received the leagues “Fair Play Award”.  The Parish Council are to send a congratulatory letter.

The pitches are being reseeded.  The running club requests a picture to be displayed on the Pavilion lounge wall – agreed.

 

 

110) Environmental Matters

Report from the Pode Hole Quarry meeting.

John Bartlett is now the Chairman.

Phase 4/5 will commence soon.  They want to make a tunnel under Willow Hall Lane.

They have had an approach re the siting 2 x 100m high wind turbines to the West of Bar Pasture Farmhouse, near Catwater Drain. If approved this would be the first within the City Boundary. Details should go on the City Council website and the Parish should be consulted on the plans.  A 70m mast would be in place to access the switching units. Mr Gee believes just 2 would not really be viable – 8 would work better. This would be nearer to Eye then to Thorney. Noise can be a problem as could be the view. A representative from the quarry (Dave or Ray) will provide the Parish Council with information as it comes in.

The next quarry meeting will be on the 12th October at 5pm. 

 

PCC – Letter telling of the updating of the Peterborough Trees & Woodland Strategy.  Written feed back required by 11th July 2011. Mr Smith to be asked to deal with this.

 

Mr Brown reported that the soil near the roundabout going out of the village has been deposited by the Waste Recycling at Dogsthorpe – not the Environment Agency to prevent illegal parking there.  Stewart Jackson MP has been communicating with the Environment Agency on this and has sent the Parish Council a copy of the correspondence.

 

111) Neighbourhood Council/Parish Liaison meeting

Julie Rivett, PCC - Email received saying that after a recent review a representative from each Parish Council in the Rural North Area will be a co-opted member of the Rural North Neighbourhood  Committee. This can be by name or by position and a sub can go to meetings in their place.  Details of our rep to be sent by 24th June – this will be the Clerk/Chairman.

The next meeting will be on Thursday 7th July at 6.30pm in the Manor Farm Community Centre, Eye.

Letter from City Council saying that a proposal has been put forward to abolish the Parish Liaison Committee – reasons are lack of attendance at recent meetings and there are alternative forums at which local issues can be raised.  Eye Parish Council wish to keep the Parish Liaison Committee and ditch the Neighbourhood Committees.

The recent Parish Liaison meetings keep being cancelled by the City Council.

The Parish Plan is slowly moving forward – overseen by Julie Rivett.

 

112) Other Correspondence

Request from Karen Tomlinson of 29 Cleve Place, Eye for funding for swimming kit total cost is £2,600 for her 18 year old sons swimming team to attend the Netherlands International Swimming Gala in July. The team is a mix of disabled and able bodied swimmers. Unfortunately the Parish Council cannot assist as any money it donates should not benefit individuals.  Could the City Councils Sports Development Officer assist with advice on grants available/

The Chairman has been invited to the official opening of The Spinney.

Letter from Stewart Jackson MP – Cambs Fire & Rescue are reviewing the future of the fire service and Mr Jackson has asked for further information.  In response the fire service has responded that no decision has been made to close Thorney Fire Station.  There are 5 pumps in the local area that could be removed without impacting on standards –one of which is Thorney but no decision has been made.

Letter form Stewart Jackson, MP enclosing information on the Governments Right to Build proposals which are currently going through parliament as part of The Localism Bill.

 

113) Outstanding Items

10A Back Lane – The Enforcement Officer visited the office recently.  The new air conditioning unit installed on the property does require planning consent and he will advise the occupier.  He believes that under some planning regulations a planning officer can do a spot check without prior notice. He said he would advise the Parish of what planning permissions the property has.

He has visited Loves Land, Crowland Road and advised the occupier that as he does not have permission to sell cars form the property then this must cease immediately.

The clerk is to contain CALC to arrange councillor training.

The clerk undertook training and completed 25 training modules – passing 22, failing 3.  Unable to retake in the time allocated.

Still awaiting response from the City Council as to whether the 2 Parish Council vacancies must be advertised or can be left open.
