88) Apologies for Absence

Apologies for absence were received from Mr T Hitchborn and PCSO E Buddle.

 

89) Items for City Councillors

The clerk has emailed Lee Moore again re the outstanding highways matters but has not been given any anticipated start dates for any of the items.  Details are to be passed to Coun D Sanders and Coun R Dobbs and they will pursue these.

Coun Sanders did speak with the Chief Executives PA and she did apologise for the slow response to our letter and assures that this does not happen often. Any such instances must be reported to Coun Sanders and he will follow them up.

 

90) Minutes of the Last Meeting held on 15th May 2008

These were agreed to be a true record and signed by the Chairman.

 

91) Matters Arising – not included in this Agenda

There were no matters arising.

 

92) Louise Wilcox – PCC

Did not attend.  The swings at Little Close have a frame but no swings – the clerk will ask for a further update.

 

93) Police Law and Order

Concern was expressed that at the Neighbourhood Panel Eye does not put itself forward enough and not enough feedback is given ie how many times the speed gun was used and how many offenders caught. Mrs Meadows said that she felt that it always seems to be the same things and it was said that members of the public at the back could not hear what was being said.

It is hoped that when the village survey questionnaires are analysed this will show the views of the public on police matters in Eye.

The clerk is to inform PCSO Buddle of problems with vehicles parking in Crowland  Road and causing an obstruction.

 

94) Finance

Minutes of the Finance Committee meeting held on Thursday 27th May 2008.

Attendees:Mr M Holmes, Mrs A Miller and Mr T Gee

Apologies for absence were received from Mr Booth and Mr Hitchborn.

Audit 2007/08

A copy of the audit return for 2007/08 was given to each member of the committee together with the Bank Reconciliation, details of the receipts and payment for the year and the fixed assets.

The clerk explained the figures to the committee and also explained that the Fixed Assets are considerably higher because they had been reviewed this year but hadn`t been reviewed last year and this will be explained to the external auditors.

The Finance Committee will recommend to the full council that the Audit Return be accepted and signed and sent to the external auditors.

A copy of all the papers will be sent to all councillors with the agenda for the next meeting with the recommendation that if there are any queries they be asked of the clerk before the meeting.

An estimate has been received for the damage to the church wall and the clerk is obtaining the insurance details for the car driver who caused the damage.

 

It was proposed by Mr T Gee and seconded by Mrs A Miller that these minutes be signed as a true record – agreed.

The Clerk read out the statement of assurance items 1 to 8,to the council and each one was answered yes and all agreed that the form be signed and sent to the External Auditors.

(iv) Internal Auditors report and audit plan

Each member had received a copy with the meeting agenda.

The recommendations are that the income from land and allotment is checked to ensure expected income is fully received and the banking arrangements are reviewed to reduce amount held in the current account to achieve a better rate of interest.

95) Planning

a) Applications:

REF:08/00469/REM  Consultation on Planning application (Reserved Matters) 

Two detached dwellings at the Rowans, Thorney Road, Eye by Mr Terry Harris.

The Parish Council object to this application as it considers this to be an over development of the site.

REF:08/00541/FUL  Consultation on Planning application (Full) Two storey side extension at 49 Crowland Road, Eye. No comments.

REF:08/00601/WCPP - Consultation on Without Compliance (Planning Permission  variation of condition 9 of planning permission ref 05/01634/FUL to allow the amenity area to be used as extended gardens for plots 100 and 100A at Land North of 98 Crowland Road, Eye for Mr A Ramm.

The Parish Council object to this application.  The plans received by the Parish Council have not been photocopied correctly as parts 3 to 11 have text missing and therefore we are unable to determine the application without the complete information and this will be requested from the planning authority.  It is not clear what the application is for and why and the Parish council would have concerns if the parking area is removed.  If this is the case where would the residents from the properties park their vehicles as the frontage is next to the A1073 and we would not wish to see vehicles parked there.

REF:08/00753/FUL – Consultation on Planning Application (Full) Extension of existing house to form new three bed semi-detached dwelling at 66 Crowland Rd for Mr Kim Jarvis.

Is this a retrospective application as the extension has already been built?

REF:08/00632/FUL – Consultation on Planning Application (Full) Reposition of double garage to plots 76 & 77 at land off High Street for Larkfleet Homes.

No comment.

REF:08/00634/FUL – Consultation on Planning Application (Full)  Substitution of house types to plots11 & 16, new garages to plots 13,24,18,21 and redesign of garaging for plots 17 & 18 at Land off High Street for Larkfleet Homes.

No comment.

Decisions

REF:08/00412/TREPreserved trees application.  Lateral crown reduction to south and top of crown by one metre.  Clean-out crown of one Oak tree at 157 Fountains Place Eye. Granted.

REF:07/01061/FUL Planning Application (Full)  Change of use to enable residential use by gypsy family and stationing of three caravans at Summerfield Riding School (Land Rear of 69-131) Crowland Road, Eye.

Permission Granted.

There are some trees along the rear of this site.

The planning authority are to be asked to clarify if this is a residential or business site as the sign advertising the Riding Stables is still at the side of the A1073.

REF:07/01674/OUT – Proposed 78 bed hotel at land North of Filling Station, Peterborough Rd, Eye.  Permission refused.

REF:08/00609/FUL – Rear Conservatory at 7 Newstead Close for Mr J McIntrye. Permission Granted

REF:08/00449/FUL  Single storey rear extension (part retrospective)  at 119 Crowland Road, Eye for Mr E Goldsmith.  Permission Granted.

REF:08/00461/REM  relocation of plots 1, 2 & 8 relating to 07/00461/REM and revisions to parking layout at Baxters Warehousing, Crowland Road, Eye.

The submission of reserved matters is approved.

The clerk is to ask for clarification that the lay-by in Thorney Road is being used for a roadside “burger business” – copy to Mr P Rossington.

 

Peterborough City Council Core Strategy preferred options booklet – comments by 26th June 2008. Mr Murphy left the room.

Mr Short had read the document and the only item he requested clarification was where was the above ground sub-station for Eye to be sited.

The clerk is to ask Highways to consider 30minute only parking between 9-5pm in the bays in Lukes Lane.

Planning Enforcement are to be asked to investigate the A frame advertising board on pavement outside Barons and similar boards in the village.

Are the “Think Bike” signs Legal?  Apparently they are part of a 3month national campaign.

The clerk is to contact Paul Pace at PCC re the bins being left outside all the time at the chemists in the High Street.

 

96) Cemetery

A meeting has been arranged for the Cemetery Working Party with Mr Ramm and Mrs Schuller who wish to place memorial benches in the cemetery.

The pillar has been hit again and Mr Smith has a contact who may be able to repair it. 

The church wall has been hit again and a digital photo has been taken of the incident.

 

 

97) Allotments

One allotment is free at Green Road but there is a resident interested in it. Lee Moore has been advised that the verges in Green Road need cutting. The ditch t the side is the responsibility of the Parish Council to clear.

Mr R Brown left the meeting.

 

98) Transport, Roads and Footpaths

There is vegetation at the side of the bus shelter seat in Crowland Road which needs cutting and the bus shelter itself need reproofing.

The roadside wall at the back of the church needs tidying up.

The clerk is to ask The Sue Ryder shop to tidy up their frontage.

99) Leeds Hall, Recreation Ground and Amenities

Mr Holmes will arrange for the timer for the lights to be amended in the Pavilion.  There is still a hole in the car park from the Anglian Water works but the work in the road is now finished and the road has been reinstated alright.

The clerk is arranging a meeting with the City Council to look at the grassed areas and trees.

Mrs Parkin will look into entering Eye in the Village of the Year competition.

Mr Smith is investigating the repair/replacement of the village signs.  The carving may be rotten, the cheapest option will probably be to repair and anything replaced will be “like for like”.

 

100) Environmental Matters

The Wildlife Trust held an event at the Eye Nature Reserve recently and Mrs Miller, the Parish Clerk nor PCSO Buddle were aware of. The clerk is to write and ask them to notify us of any events.

The latest eyescan has a very good article about the nature reserve – thanks to Mrs Miller for this.

 

101) Other Correspondence

Cambs CC – Invitation to a briefing on Post Office closures in Cambridgeshire on Monday 14th July 2008 at the Town Hall, Bridge Street, Peterborough from 6.30-8.30pm.  RSVP 7th July. Noted.

PCC – Business update on the new planning application forms and fees.

Chris Pallister – His son has developed and run the Eye village website but is now off to university.  Would the parish council be interested in taking it over as theirs?

Mr McKean will look into this as he may be able to assist.

Peterborough CC – Consultation on the proposals from BT to remove telephone kiosks. The City Council will collate comments and forward to BT – comments to them by 6th August. BT are proposing to remove the kiosks in the High Street (222214) and in Peterborough Road (222349)

Concern was expressed that the kiosk in the High Street is in the Conservation Area and an amenity for villagers. Could it be replaced with a red telephone box? BT are seeking to remove non profitable kiosks so this would seem unlikely. Concern was also expressed that the kiosk is used as a toilet, smells and has the glass smashed in it regularly.

Does Eye Parish Council wish for this telephone kiosk to be removed –

6 voted for this proposal, 1 voted against with 1 abstention.

The Conservation officer is to be made aware of the removal of this.

Environment Agency –Summary report for the River Welland Draft Catchment Flood Management Plan received for review.  Comments to be returned by 30th June 2008.

Peterborough Renewable Energy – Invitation for personal or group visits to their new premises in Peterscourt, City Road prior to their formal planning application.

Simon Lovell, Eye Community Runners – Email advising that their Charity 5mile race on 12th June raised £659 for the Eye Scout Group. Is this based in Eye?

PCC – Scrutiny Panel Committee agenda and reports for 23rd June.

David Fellows, David Wilson HomesLetter confirming that the company have no objections to the erection of a no ball games sign being erected on the public open space at Leiston Court.

GPP –Newsletter for June. Their Annual Forum is on 30th June at the Bull Hotel Westgate from 12noon – 5.30pm.

 

102) Outstanding Item

The clerk is waiting for a meeting date from Rob Smith at PCC for the Neighbourhood Investment Committee.

A further bollard needs replacing outside the Post Office.
