Minutes of a meeting of Eye Parish Council

Thursday 2nd December 2010 in the Leeds Hall, High Street, Eye.

 at 7pm.

 

Consultation with the public until 7.10pm

Three present.

Concerns raised with public transport through Eye. This is the only village without a city or city link bus service.  Eye just has the service from Thorney or from Crowland.

One concern is the first bus for senior citizens is 9.45am from Crowland and at this time of the year the bus can be full before it reaches Eye. Should a double ducker be used? The problem has been that if a service is uneconomical then it is withdrawn, despite being a rural area. Could the Citizen Link serving Parnwell/Newborough come to Eye in the mornings? This issue has been discussed at the Parish Liaison meeting.

The clerk will write and ask about the bus service through Eye and the size of buses used, routes etc

202) Police – Law and Order

One offender recently arrested for burglary. The Panel meeting was held on

1st December in Thorney – not well attended.

The Panels Priorities for the next 3 months are – Anti-social behaviour in the area of the Blue Boar and Londis in Eye, speeding on various roads and rural crime prevention.  Flytipping in Whitepost Road is also a problem.

The local police team has undergone staffing changes PC Donna Patel has replaced PC Phil Oldfield and PCSO Buddle is now responsible for Ken Stimpson School but will continue her work in Eye. She will be undertaking various duties within the city before Christmas but will be on duty in Eye on Christmas Eve.

PCSO Buddle is holding a meeting in the Leeds Hall on 16th December for Neighbourhood Watch Co-ordinators to discuss using the Community Pay Back Workers working to assist the older residents in Eye.

The Parish Council agreed to assist youngsters in building BMX trails at the Recreation Ground.  This has been put on hold at the request of PCSO Buddle because of anti-social behaviour at the Skate park and graffiti at the Recreation Ground as she believes some of the youngsters wanting the Trails are involved. It is hoped that the behaviour will improve and the trails can be built in the spring.

205) Planning

Applications:

REF:10/01544/OUT  Consultation on Planning (Outline) Extension of time of planning permission of 2007 – Erection of a 2 storey detached dwelling with garage/stable block at Land Eyebury Cottages/Farmyard, Eyebury Rd, Eye.

206) Cemetery

The clerk will contact Biffa to discuss funding the replacement railings

207) Allotments

The Tintern Rise water meter – supplying the allotments at Hodney Road, being investigated by the clerk in conjunction with Anglian Water.

208) Transport, Roads and Footpaths

No complaints have been received by Coun Sanders concerning Junction 8 roundabout.

Concern raised of the traffic lights at Garden Park being on red in the early mornings but an email has been received advising that the lights there and the roundabout are being tested and monitored.

The A1073 is not now opening until June 2011.  rumours are it is having to be piled. 

PCC are paying for the repairs to the existing A1073.  Representations have been made to Lincs County Council re weight limit on the existing road but these have been rejected due to the cost. Can we ask the MP for assistance?

The damaged kerbstone in the High Street has been reported as has the lights at the McDonalds roundabout.  The brick planter will be repaired shortly – the loose bricks to be removed.

Thorney Road has improved.

Weight limit through the village is still being investigated.

 

209) Leeds Hall, Recreation Ground and Amenities

A small Wren Grant has been applied for and their officer visited and advised to apply for the big grant. This can include a new boiler, hall decoration, fluorescent lighting and new tables and chairs.  The CLF from Coun Harrington will release the third party funding. 

The clerk will obtain a quote for a new floor and advise those who have already quoted that we are waiting for funding.

Ian Tobin, PCC emailed details of a meeting at the Open Space concerning a glass free zone and removal of an adjoining fence.

210) Environmental Matters

There will be a Dogsthorpe Tip meeting on 16th December.

211) Report of Parish Liaison, N/H Council and Rural Affairs Working Group

The Parish Liaison meeting of 1st December was cancelled. The Neighbourhood Council meeting will be on 13th December at Newborough School.

There are 4 applicants to join the Parish Council and these will be dealt with in January.
