Minutes of a meeting of Eye Parish Council

Thursday 4th December 2008 in the Leeds Hall, High Street, Eye.

192) Steve Crier, Street Warden Team Leader, Peterborough City Council

Steve introduced himself as being part of the City Council`s Neighbourhood Investment Team.  They have had had weeks of action in certain areas where the various agencies have joined to clean up a certain area of the city.  Following on from this is the Street Leader Scheme and they are recruiting “Street Leaders” from within the community who care about the area and the environment they live in. The idea is for Street Leaders to report matters of concern direct to the City Council ie Fly Tipping, litter, damaged pavements, street lights not working. This is believed to be an easier way of reporting such problems with the Street leaders being the point of contact and Steve and his team can then offer back-up and follow-up. 

There is one Street Leader in Eye so far and 2 or 3 more are needed, can the Parish Council help to recruit them?  Leaflets advertising the scheme left with the clerk. The clerk does report such incidents direct to the City Council now and can pass them onto Steve. Care must be taken to reduce duplication and deal with such matters properly.

Street Leaders can have the powers to issue Fixed Penalty Notices for dog fouling but the scheme is meant to help educate and help gather evidence. They can help with residents who have really messy and untidy gardens.

Applicants are checked and Steve makes the final decision.

194) Apologies for Absence

Apologies for absence were received from Mr D McKean, Mr G Murphy and

 Coun D Sanders.

 

195) Items for City Councillors

Coun Dobbs told the Parish Council that the meeting between members of Eye/ Thorney Parish Council and Grahame Lawe from the City Council was not attended by Coun Dobbs and Coun Sanders because they did not receive the invitation to attend.

Coun Dobbs left the meeting.

 

196) Minutes of the Last Meeting held on 20th November 2008

The minutes were agreed and then signed as a true record

 

197) Matters Arising – not included in this Agenda

The Open Space Scheme as told to the Parish Council at the last meeting by Dave Richmond has been approved by the City Council.

198) Police Law and Order

Inspector Dominic Glasebrook introduced himself to the meeting. he has been in the police service for 20 years and is based at Bretton Police Station. He is responsible for 30 villages including Eye as well as Bretton/Paston and Werrington and expects to be in post here for 2 years. He hopes to attend Parish Council meetings every six months and wants to know of any concerns in Eye.  The Chairman told him that the Parish Council believe the service the village receives is excellent – better than we have ever had.

PCSO Buddle told the meeting that the quarterly Panel Meeting was held in Eye this week and the priorities set for the next 3 months are –

Speeding

Parking and causing obstructions outside the Sue Ryder shop in Crowlnd Road

Drug issues in the skate park area.

The problems around the Nature Reserve have lessened and PCSO continues to patrol the area to ensure this progress continues.

Mrs Meadows was unaware of the Panel meeting.

Sergeant Bradshaw, with assistance from PCSO Buddle, showed members the new “Speedwatch”.  This is a sped detecting device which is simple to set up and easy to use. It can be used by members of the public as well as the police It is for use in a 30mph zone and will record the vehicle registration of any travelling over 33mph.  the details are then passed to the Inspector who will send a warning letter to the motorist. The scheme will also highlight if there are numerous vehicles exceeding the speed limit on a certain road and then the sergeant can send his officers to that area to issue speeding tickets.

Both Thorney Road and Crowland Road in Eye are two such areas that members highlighted as speeding areas.

The speed cameras on Crowland Road are working and have film in them, the clerk will write to the City Council to confirm this..

“Flashing “signs which show drivers what speed they are doing are available – the Ward councillors will be asked about these.

200) Planning

a) Applications:

REF:08/01337/FUL  Consultation on Planning Application (Full) Change of use from A1 (retail) to A3 (coffee shop) at 51A High St, Eye

The plans show 24 parking space – 16 of these are at the nearby Red Lin Public House car park.  Have the applicants the right of way across the Red Lion car Park entrance and have they obtained permission from the owners to use their car park?

Decisions:

REF:08/01165/FUL   Two storey and single storey rear extension at 45 Peterborough Road, Eye. Permission Granted

REF:08/0925/WCPP  Amendment to condition C6 for insertion of mezzanine floor at Parkway Sports & Social Club.  Permission Granted.

E-Mail from Susan Marsh, Principals and Waste Planning Officer concerning our comments on the leachete treatment lagoons at the Dogsthorpe Landfill site.  The matter has been discussed with the Public Protection Officers at the City Council and the Environment Agency and they believe the likely hood of odour nuisance to be marginal and a telephone number provided for the public to report any odours.  If there are any safety issues with the open lagoons then these would be fenced off. Traffic from the site would be reduced by use of the lagoons rather than a tanker being used to reduce the waste. Ms Marsh intends to now put this forward for approval.

S106 Planning Obligation Scheme – PCC Cabinet report received.

The Parish has put its views forward.

The clerk has spoken with CALC concerning the issue of the Parkway Club and S106 money. The advice is to try and find out who owned the land originally, where the money has been spent and what on.

Planning applications for 96 High Street and 7 Newstead Close are being looked into by the Enforcement Officer.

201) Cemetery

Dave Graham Builders have been unable to match the brick for the cemetery gate. The original builder contacted a “brick rep” for this. The third builder is to meet at the site with Mr Holmes. The pier itself is hollow.

 

202) Allotments

The clerk will write to the allotment holders after Christmas as agreed at the November Parish Council meeting.

 

203) Transport, Roads and Footpaths

The bin outside the church should be reinstated – the clerk will check to ensure this happens soon.

The Chemists in the High Street are still leaving their bins outside most of the time.

The City Council have put up a new dog bin at the Recreation Ground and have agreed to empty it – the clerk will ask how often this will be.

The bin on the lamp post back of the church is now both rubbish and dog waste – a new sticker has been put on it as has the one at the Nature Reserve car park. There are rubbish bins further round the Reserve but the City Council cannot commit to empty anymore doggy bins here. The clerk is to write to the Primary school thanking them for writing to us on this issue and telling them what we have done. 

Baxters warehouses are currently being demolished

The local press carried a notice that the roundabouts will be closed at night for 18months for works.

 

204) Leeds Hall, Recreation Ground and Amenities

The Leeds hall looks very festive – thanks to those who put up the decorations and those who will take them down.

The Burco Boiler is broken – repair or replace?

Derek the handyman will deal with the hole sat the football filed around the goal posts and will put a lock on the toilet in changing room 4. 

The boiler there needs repairing as well as service. Has that and the Leeds hall boiler got a service certificate?

Possible contractor is Mounfield Plumb and Heat at Whittlesey – Corgi Registered and may be able to offer an annual contract.

 

205) Environmental Matters

Rachel from the Wildlife Trust has had letter from Eye Primary School concerning dog fouling.  She has set up a poster competition for the schoolchildren and the winning posters will be put up at the Reserve. Educating dog owners is important.

The 1995 Bylaw states that dogs must be kept on a lead around the Reserve and one option is to ban all dogs from the Reserve.

 

206) Other Correspondence

T Martin, PCC Licensing Dept – Email saying that Eye PC is not one of the authorities that has to be consulted on Somerfield`s variation of alcohol licence. Representations have been made on the application and so the decision has to be made by the Licensing Act 2003 sub-committee on 4th December.

Stagecoach – Letter thanking Eye Parish Council for the letter. They are aware of heavy traffic conditions on Eye Road at peak times which can affect this route and are monitoring the service 7 and the findings will be assessed with a possible solution.

 

207) Outstanding Items

The layby at Loves Land is still coned off – the clerk will write to the City Council again.

Eye Community Runners will be doing their annual charity run in the summer – ideas for a village charity to donate the funds raised to?

Thanks to the clerk for steering the Parish Council through another year.

The Library Service will be invited to the next Parish Council meeting.
