MINUTES of a meeting of Eye Parish Council held in the Leeds Hall, High Street, Eye on Thursday 21st April 2011 at 7pm.

Consultation with the public until 7.10pm

Two members of the public present.

Problem raised with the public open space in Westminster Gardens. There are no restrictions and this can be accessed by just driving onto it,  how can this be prevented.

The Parish Council will look into this by first finding out who owns the land, presumably the City Council will be able to help.  The advice of Lee Moore to be sought.

55) Declaration of Interests

Mr M Holmes – Item 63, Planning – Webb’s Yamaha, High Street. These premises are adjacent to Mr Holmes property.

 

56) Items for City Councillors

Coun Sanders told the meeting there had been a problem with an abandoned white transit van in Thorney Road which he had been called to help by resident  Mr W Green.  This had been reported to PCSO Buddle who had reported it to the City Council.  Abandoned vehicles are a city wide problem at the moment as the new contract with Enterprise does not include the removal of abandoned vehicle

The travellers camped on the new A1073 are being dealt with and should be removed soon.

Coun Sanders has received a letter from Mrs L Muxlow of Eye asking for money to be spent on the skate park as it is in disrepair and has H & S issues.  The Parish Council pointed out that the area had had a lot of money spent on it recently as well as £2,500 from the Neighbourhood Council. Health & Safety and routine maintenance is surely the responsibility of the City Council? A Health & Safety report is to be asked of the City Council and then Coun Sanders will liaise with the clerk.

The litter bins in the High Street are emptied every other day – this has been monitored by Coun Sanders and the Chairman.

Julie Rivett from the City Council is liaising with the clerk on the Parish Plan for Eye.

Simon Machen has emailed Coun Sanders concerning the POISE money.  This has to be bid for from the Neighbourhood Council and should be distributed evenly across the area even though Eye has taken the brunt o the growth.

Coun Dobbs has been asked to find out the cost of changing the name of the Neighbourhood Councils.

59) Matters Arising – not included in this Agenda

No reply has been received form the Post office concerning parcels, the clerk is to send a further letter.

No 10 Back Lane is being used to run a business from and not in the way the Parish Council understood the planning permission.

The clerk is to write to Simon Machen, head of planning at the City Council on this issue.

Back Lane and Lukes Lane parking restrictions under investigation.

 

60) Police Law and Order

The theft of scrap metal continues to be a problem in the area.  The priorities from the Panel continue to be looked at – no infringements of parking restrictions on Wisbech Road, Thormey have been found.  A car in Eyebury Road has had its windows smashed – the police are appealing for witnesses.

63) Planning

a) Applications:

REF:10/01601/FUL Consultation on Planning Application (Full) Retention of existing temporary showroom and extension of  existing (A1) retail use to include us as (A2) or (B1) office use as a sole entity at Webbs Yamaha Centre, High Street, Eye.

REF:11/00001/SCOP  Proposed land & gravel quarry at Land at Willow Hall Farm, adjacent to Willow Hall, Willow Lane Thorney.  PJ Thory Ltd.  Letter also received from GPP Planning Ltd who are consultants acting for PJ Thory in this matter.

Decisions:

REF:11/00040/REM  Planning application for construction of a two storey detached dwelling with detached double garage and stable block at Land at Eyebury Cottages/Farmyard, Eyebury Road, Eye.  Permission Granted.

 

64) Eye Primary School

The children have painted a “mural” at the new Care Home.

They will be having a mock wedding just before the Royal Wedding.

The Chairman and clerk are to visit the  Head of the school at the beginning of May.

 

65) Eye Parish Council Elections 2011

Mrs Parkin and Mrs Walls did not stand for re-election; this means there will be 2 vacancies.  The clerk will write and thank them both for their service on the Parish Council.

 

66) Cemetery

The clerk has received a complaint of a grave in the cemetery becoming discoloured because of the birds and the cherry tree above it and asked that the tree be trimmed.  Unfortunately we are unable to do at this time because of the birds nesting.

Mr Short will take a copy of the rules to the company in Thorney so that a notice can be put up.

There is a problem with drainage at the gates which Highways will look at but meanwhile a load of gravel has been dropped at the entrance as requested.

 

 

67) Allotments

Smiths Gore – Notice of rent review 2012. Mr Gee will advise if necessary.

All the rent demands have been sent – one tenant from Cleve Place has moved from the village but has not informed the clerk.  Follow up letters will be sent shortly.

The 2 new allotment holders at Hodney Road are working well.

There will be an inspection of the allotment committee in May.

 

68) Transport, Roads and Footpaths

The clerk to ask if bollards are to be placed outside the school at the parking area to prevent cars parking on the grass.

The carriageway in Green Road is in a poor state of repair.

In Crowland Road residents are sometimes parking over the path in front of the new houses near to Sue Ryder.  PCSO Buddle to be informed.

Lee Moore to be asked when the footpath and carriageway in that area are to be resurfaced as the development is almost finished.

The footpath ceases in Thorney Road at the Rectory, now that the Spinney is open can this be rectified

Lee Moore, PCC – Eyebury Road will have the carriageway resurfaced in the school summer holidays.

Travelchoice – notice of some bus service changes

 

69) Leeds Hall, Recreation Ground and Amenities

Future play/amenity areas for Eye - Frazer Chapman and Jane Jarvis from Enterprise (City Council) visited the office to discuss this.  They will draw plans for possible expansion at Little Close and some equipment at Lindisfarne Road – plans awaited.

The clerk will tell Mr Smith when the football season finishes.

 

70) Environmental Matters

Letter received from Mrs Parkin on behalf of the Open Space Group requesting funding for dog poo bags for their site. All agreed to deny this request.

New fishing permits will be printed for the new season – yellow.

 

71) Neighbourhood Council/Parish Liaison meeting

The Chairman and the clerk attended the latest Neighbourhood Council meeting in Helpston. They were pleased to be able some questions raised about Eye. Transport was discussed. £600,000 has been allocated by the government to deal with pot holes in the area. – Barry Kirk from PCC did a presentation.  Enterprise gave a presentation – they have taken over a lot of services from PCC.

73) Outstanding Items

Eye Green residents are being asked to vote at the Indian Restaurant – last year they had to go to Newborough.  The clerk is to write to Gillian Beasley why they cannot vote in the Community Centre as they have done for 50 years. She will also be asked to ensure that the tellers display the proper signs – this is to protect the public
