Minutes of a meeting of Eye Parish Council

Thursday 15th  April 2010 in the Leeds Hall, High Street, Eye.

 

Consultation with the public until 7.10pm

n attendance: Mr Paul Bywater and Mr Duncan Smith from Larkfleet Homes and 4 members of the public

Mr D McKean told the meeting that the City Council Officers had rejected the request to attend the Public Meeting on 12th April but had now been given permission by The Chief executive – Gillian Beasley to attend a further meeting on 20th April.  All households in Eye have had a leaflet delivered advising of this meeting.  There were 30 questions raised at the first meeting and the officers have answered all of these on the PCC website. 

Concern was raised at the roadwork’s just begun at Junction 8 that are set to continue for 42 weeks – traffic chaos expected yet again.  High Tec lights to be installed with extra lanes, Toucan Crossings and bus stops.

 

Mr Bywater and Mr Smith came to the meeting to explain the new planning application for the most eastern of their three sites in Thorney Road.  The middle part is the care facility. Due to the change in the market their research shows that to sell the properties they need less large houses and more 2/3 bed ones, thus the application. Larkfleet are developers and to survive they must sell houses. 

The Parish Councillors expressed concern that the Open Space on the site is small with no children’s play facilities and there are no small children`s play areas in this part of the village. Linear Park is a open space facility and Larkfleet assured members that this will be open to all villagers.

Bath Place is now 40% affordable housing – more than originally planned which does bring more anti-social behavioural problems and members expressed grave concern that this would happen again at the proposed new site and does change the social background of Eye which the people of Eye do not want.   Larkfleet said they don’t believe this would happen as government funding for affordable housing has been allocated to 2011 and they have been given no idea if this will continue.  Larkfleet need to sell the houses and will continue to submit amended plans until permission is given to build them. Members expressed the concern that unfortunately developers build and then leave not caring what they leave behind. 

At the recent public meeting the villagers stated loud and clear that they do not want any further developments but probably do not realise what is already in the pipeline.

 Mr Bywater and Mr Smith then left the meeting.

57) Minutes of the Last Meeting Held on 18th March 2010

Letter on parking in the High Street read out to the meeting by Mrs Venters to be added to the minutes.

Under Transport, Roads and Footpaths the word “drunken” to be amended to correctly read “sunken”.

The minutes were then agreed and signed as a true record by the Chairman.

 

58) Matters Arising

If  Darren Knight wishes to organise advertising business signs for the village the Parish Council have no objections provided the correct planning permissions are in place.

 

59) Police – Law and Order

PCSO Buddle was called away to attend an incident but left a brief report –

She is working with Accent Housing on the Anti-Social Behaviour issues in Bath Road.

There has been an increase in shoplifting at the Somerfield garage.

She is aware of the Public meeting on 20th April and did attend the meeting on the 12th.

61) Planning

 Decisions:

REF:10/0099/FUL Additional parking area within approved garden centre – retrospective at Peterborough Garden Park.  Permission Granted.

REF:1000116/ADV  Internally illuminated fascia sign (retrospective), Unit 18 at Peterborough Garden Parks by Hawkins Bazaar Ltd. Permission Granted.

REF:10/00145/TRE  Preserved Trees application.  Fell Weeping Ash Tree and remove two dead/damaged lower branches from Yew Tree at Land Adjacent to 163 Fountains Place, Eye.  Permission Granted.

REF:10/00233/FUL  Construction of single storey side and rear  extension at 60 Peterborough Road, Eye. Permission Granted.

 

62) Peterborough Local Framework Development Consultation

The Parish Council`s response has been written and emailed to members for any further comments and will be delivered to PCC by 22nd April.

The officers have now told the Parish Council that they will attend the meeting.

Mr Gee expressed concern that who is making such decisions and that such decision makers should be totally non-political.

 

 

63) Cemetery - report

There are now only 3 plots left in the cemetery and so the new ground will then be used. 

The cemetery committee are to look at the fence and Mr Gee will arrange a meeting for this.

 

64) Allotments -report

The rent demands and new 3 year agreements have gone out. 

The water has been turned on.

The lock and chain have been replaced at Hodney Road – the previous ones have been stolen yet again and despite the chain being welded it was cut off. 

The corner of the roadway at Hodney Road is to be repaired as is the roadway at the Green Road site.

The fence at the bottom of the Hodney Road allotments has been redone but no-one seems top know who has done this.

 

65) Transport, Roads and Footpaths

Lee Moore is coming to Eye on 12th May for a walk round the village with the Parish Council to see what repairs are required.

There appears to be a traffic count in Crowland Road near the cemetery.

Rumours that some of the new A1073 is sinking and this could delay the opening – late summer is the official time.

Concern was expressed at the area of Beech Lane – the City Council have not responded.  Coun Sanders is involved.

It would appear that some trees have been removed around the Toscanini’s area and not replaced.

The van continues to park on the grass in the High Street – Lee Moore has been told but will be shown on his visit – can this be classed as anti-social behaviour..

The big roundabout has had some vegetation cut, not all, and the residue just left.

 

66) Leeds Hall, Recreation Ground and Amenities

The hall redecoration will start shortly – just awaiting the contractor to get in touch re the “protective bar” around the walls.

We will look into redoing the bar area/replacement shelving/and new cooker.

We now have details for table supplier from Werrington.

The football club have requested a small container at the rear of the Pavilion.  Not a good location because to the services to the Pavilion are located there. It can be placed next to the old container.

There is graffiti at the back of the dug outs.

There has been problems with the pump/hot water, and the lights timer – Mr Smith will get these looked at. 

Two of the toilets are slow to fill - probably silt in the line back to the ballcock

 

67) Environmental Matters -Update

The clerk is to do the new season Fishing Permits. – any colour but red.

The problems at the Biffa site are improving.

At the top end of Willow Hall Lane, it is very difficult to get by because of overgrown hedges and trees..

 

 

68) Adoption of Revised Standing Orders

Everyone has been given a copy, references to Wales removed, timings input.

Revised Standing Orders - All agreed to accept.

 

69) Other Correspondence

Peterborough Council for Voluntary Services – Letter asking if the Parish Council wish to be affiliated to this service.  Mr Duffy will investigate and report back.

PCC – Agenda for full council on 14th April.

 

70) Outstanding Items

In the forthcoming General Election those in the Eye Green Ward are required to go to Newborough to caste their vote.  This is the first time this has happened.  The Returning Officer will look into this for next time.

The Neighbourhood Council meeting has been deferred.

The upper limit for our Public Liability Insurance has been increased to £5k
