61) Apologies for absence

The clerk apologised for the incorrect date on the agendas.

Mr J Briers has just died and did a lot of work in the cemetery and was a good friend to the Parish Council.  A minutes silence was held in tribute to him.

63) Police – Law and Order

PCSO Buddle told the meeting of a recent distraction burglary in which information was quickly circulated on Ecops which lead to the perpetrators being caught.

 

64) Minutes of the Last Meeting held on 19th March 2009

Item 54 – Transport, Roads and Footpaths was omitted.

The cemetery fence was to have a quote for repair as well as replace.

Page17/09 - The Parish Council is affected along with the other authorities as they all only have one chance to comment

Once these amendments have been made the minutes can be signed as a true record.

 

65) Matters Arising – not included in this Agenda

CALC have confirmed that under the 6month attendance rule Mr G Murphy is no longer a Parish Councillor and the meeting confirmed this.  The clerk will now notify the vacancy to the City Council who will advertise thee position for the prescribed time and if no-one comes forward the post can then be filled by the Parish Council by co-option.

Mr Short has requested to hire the Youth Club now the licence has come through but has been told it is only for hire by youth groups.  He has spoken to Maurenn Phillip, is waiting for a call back from Rachel Rouncefield and has also informed Coun Sanders of the situation.

 

66) Community Leadership Fund

£1700 has been paid to the Parish Council from Coun Harringtons fund and £1012.50 of this is for the Community Centre CCTV.

There has been an application for funding from this years fund which will remain on file until details of this years fund has been received in writing.

68) Planning

Applications:

REF:09/00203/FUL  Consultation on Without Compliance (Planning Permission) Proposed sand and gravel extraction with restoration to agriculture, nature conservation and recreational uses at Eyebury Quarry, Eyebury Rd, Eye. Furthest part from the village. No comment

 

Mr McKean left the room.

REF:09/00219/LBC  Consultation on listed building application.  Replacement of 3 dormer windows ( 2x front, 1x rear) at 25 High St, Eye by Mr D McKean.

No Comment.

Mr McKean returned.

 

REF:00314/ADV  Advertisement Application – illuminated and non-illuminated, flags, traffic direction, site entrance, tenant’s directory and mast advertisements at Parkway Sports & Social Club.

 No Comment.

Both Mr Short and the clerk had visited the site and made most welcome. Mr Short visited with Coun Murphy and Mrs Beasley the Chief Exec of the City Council. It was 8am and Mrs Beasley could see and was made aware of the traffic problem at that time of day.

The Garden Centre is to open in February 2010 – the clerk is to arrange a visit for Parish Councillors in September/October.

Mr Short asked about the flow of Carr Dyke and it is towards Peterborough and not Eye. Eye Primary School have been put in touch with the developers as they wish community involvement and have already donated to an organisation on the Welland Estate.

REF:08/01517/ FUL Refurbishment include  Planning Application (Full)

Construction of new cereal processing plant – revised at Dalgety Agriculture Ltd, Welland Rd, Eye.  Permission Granted.

REF:08/01583/WCPP  Variation of C2 of planning permission ref 06/00174/FUL, to revise the timescale for the implementation of  the traffic management measures for the retained length of the A1073 highway to within a period of 1 year from the opening of the realigned A1073 highway.  Permission Granted.

REF:07/01611/FUL  Planning Application (Full) Mr J McIntyre, 7 Newstead Close, Eye Construction of detached double garage – retrospective.  Permission Granted.

REF:09/00038/FUL  Change of use to coffee shop at 51a High Street, Eye.

Permission Granted. E-Mail from Mr G Murphy on this. permission for 2 years given and any problems with the business to be reported to the planning authority.

REF:07/01674/OUT  Planning Application  (Outline)  MPRU Developments Ltd

78 Bed Hotel at Land North of Filling Station, Peterborough Rd, Eye.

The public inquiry will be held on 29th April at 10am in the Council Chamber.

 

 Other Planning matters

PCC – Letter stating that the Consultation on Further Additional Minerals and Waste Development Proposals has now been published and comments are required by 12th May 2009.  None are adjacent to the Parish of Eye.

136 High Street – Letter from Mr Daley stating that the fence does not appear to exceed the height restrictions and although in a Conservation Area does not need planning or any other consents.

38A High Street – there is a satellite and sky dish on the front of the property – the clerk will inform Mr Daley at PCC as this is in the Conservation Area.

Mr McKean raised the matter of the Parish Council having a Conservation Policy for Eye. This was discussed but the majority of members agreed with the Chairman who said that there is a Conservation Officer at the City Council and they have a policy for the area and Eye does not need a separate policy.

 

69) Community Plan –

a) Minutes

Mr Smith commented that Lindisfarne Road is not just a footballing facility but a Recreation Ground.  The Open Space was granted to the Parish Council

The Chairman said he was bothered by some parts – specifying exactly where future facilities are required and Mr Goodsell agreed as he believes it should be just bullet points identifying the need and then later deciding where and how to get it. Otherwise it gives the impression that the Parish Council agree with all of the developments on land that we probably do not wish to have developed.

Mr Briers expressed concern that although Mr McKean is not representing the Parish Council on this group it is full of Parish Council information.

A letter has been received from Mr D Richmond as Chair of the Eye Primary School governors expressing the views of the school that they do not wish to have any land for further parking at the school.  Their policy is to encourage children to walk and bike to school and reduce the number of cars.

The clerk told the meeting that she understands that the final plan is approved by the Parish Council before it is sent to the City Council and will speak to Mr R Smith on this. The Parish Council are the elected body of Eye.

b) Parish Council representation

No other members wished to be on this committee but Mrs Walls will represent and report to the Parish Council and Mrs Parkin will be asked if she would do this also.

Mr McKean does not want to represent the Parish Council.

 

70) Cemetery

The new gates and the adjoining look very good. We now need to encourage the correct parking.

The Community Service workers were there last weekend. The rabbits are eating the flowers on the graves. The trees are being pruned as time allows.

The clerk has applied for grant funding for the cemetery railings, one quote has been received and a further two will be required before any work is undertaken.

 

71) Allotments

Hodney Road - The roadway has been repaired, as has the water leak.

There is a new chain and lock on. The other lock has disappeared.

The allotments have been let and the charges are £22, £15 and £11.

There are a few spare in the “rough” middle part.

Green Road – there is anew allotment holder who works for a DIY company who throw away and broken bags and he will bring any relevant ones and use on the allotments.  Mr McKean said that the area is open and bleak – could hedges be planted to help this?  Any hedges must be planted at least 9m away from any dyke.

 

72) Transport, Roads and Footpaths

The roundabout on Crowland Road was landscaped and is now overgrown and causes visibility problems – the clerk will report this.

There are two drain covers near McDonalds which dip very low.

Notification received that Bukehorn Road will be closed from 5th May for 6 weeks to reconstruct the edge of the existing carriage.

The road sign at Peterborough Road is still awaiting repair – Coun Sanders to be asked to chase up again.

The drain opposite the Youth Club is full.

The sign in Green Road has graffiti on it as has the Youth Shelter.

The dentists have removed the graffiti from their shutters.

Peterborough City Council will sometimes remove graffiti from private property – the street wardens can help with this.

 

 

 

73) Leeds Hall, Recreation Ground and Amenities

The clerk has asked a contractor to look at the hall roof because of water leaking into the building. There is a problem with the flushing of the ladies toilet – Mr Short is dealing with this.

A quote for a service contract for the boiler for the Leeds Hall and the Pavilion has been received from Nick Wilson H & P. Two other quotes were asked for but no replies received. The quote is for £180 + VAT.  It was agreed to accept this quote.

Meeting of the Leeds Hall, Recreation Ground and Amenities sub-committee held on 4th April.

Apologies for absence were received from Mr S Booth, Mr R Brown and Mr A Smith.

In attendance were Mr M Holmes, Mr G Murphy, Mr A Short and Mrs B Stanojevic.

High Street planters – £348 left in the Community Leadership Fund and £20.78 in Wyevale vouchers. Derek to plant up the summer bedding.

Daffodils are to be planted opposite Toscanni`s in the autumn.

An amount is to be put in the budget each year for planter maintenance etc.

Could the Community Pay Back Scheme be used for works eg log roll edging

Mr Richmond as school governor will be informed about the new garden centre and their wish for community involvement.

The churchyard looks boring could trees/small shrubs (acers) plus flower beds be planted by the footpath. Could the city council provide the trees?

The clerk will ask Caroline at the City Council.

The landlords of the Spade and Shovel and the Red Lion are to be asked if they would put hanging baskets outside their premises.

The Blue Boar are to be asked to provide a receptacle for the front of their premises for cigarette ends.

The bollard in the High Street nearly opposite the Leeds Hall has been knocked out. 

 

The Langley Pavilion –

There is rubbish at the far end and needs removing.

The gate to the rear needs locking.

The lounge carpet is to be professionally cleaned.

The caretaker is to be asked to empty the cigarette butt bin on a regular basis.

The doors still look good after being painted and are still graffiti free.

The clerk is to write to the football clubs congratulating them on the cleanliness of the pavilion.

Mr Lucken is to be asked to cut the outfield but has sprayed around the building

Letter from a member of the public asking if the Recreation Area should be used a golf range. The clerk will look into signage.

 

74) Environmental Matters

Mrs Walls reported on the recent litter pick. 

She would like to thank Steve Crier, PCC, Dale and Lillian for printing and delivering the leaflets and Coun Dobbs and Sanders for attending. 30 attended altogether, 10 from the Youth Club and the ET newspaper came and took photos.

Photos have been posted on the web site as well as posters in the village which will promote the web site. The new village sign photo needs to go on the website

Three main areas were covered – the church to Fountains Place, behind the skate park to Hodney Bridge and the Lindisfarne Road, Recreation Area.

Mrs Meadows has had complaints re motorcycles on private property and the noise they make – this is a noise/nuisance matter for the City Council.

 

Mrs Meadows and Mr Smith visited the Pode Hole Quarry – owned by Aggregate Industries and all the management have changed since the last visit.

The Manager is now David Kay and they will do separate evening site visit for the Parish Council

The reclamation is nearly complete as are the fishing lakes and is to returned to the ownership of the owner.

The topsoil is stripped right through to Willow Hall.

Mr Gee asked if there is encroachment onto Willow Hall Lane– Mr Smith will investigate.

There is 6 weeks extraction for the A1073 left.

They have12 occasions to operate outside the permitted hours and an assessment report on the site has to be completed before any more can be issued.

The lighting at the main gate is believed to be the responsibility of Highways although the quarry pays the electricity

 

The clerk is to do the new season Fishing Permits.

Smiths Gore – Notice of agricultural land rent review – Mr Gee will assist the clerk with this. The income from the farmland helps to pay for the allotments.

Caroline Hall, PCC – Caroline has been asked to plant trees along Eyebury Road opposite the school.  She has only found one suitable location.  She will, however, put forward some young tree maintenance as some of those there do require attention.

CPALC – Minutes of the meeting held on 26th February 2009.

Louise Wilcox, PCC – Louise has no direct involvement with Larkfleet.  Is the fence at Cleve Place encroaching on City Council land?  It is open frontage and should not be fenced off.

Dave Richmond, Eye Open Space Group – Thank you for the support shown by the Parish Council for this group and looking forward to the open space area being transformed over the summer.

Eye Primary School – Letter from the head teacher saying that unfortunately they are unable to assist with the village litter pick on 19th April.  If they can have at least 3 weeks notice of such events in the future then they can plan into the curriculum and get the necessary permissions form parents.

Jamie Moyses – Email saying that he and his mum – Annie Buckman used to hold regular line dances in the Leeds Hall until 2004 when his mum became ill with cancer.  Jamie would like to hire the Leeds Hall at a concessionary rate to hold a charity line dance to raise funds for Cancer Research. Reply that normal rates apply to all.

Traffic Management, PCC – Letter received advising that the proposed parking restrictions in Lukes Lane is still being looked into. The clerk to ask Coun Sanders to follow this up.

PCC – Community Development Scrutiny Panel agenda for the meeting on 25th March 2009.

Green Glinton Exhibition – Takes place on Tuesday 28th April from 3-8pm at Arthur Mellows and will be showcasing and demonstrating ways that residents can be more environmentally friendly.

PCC– Scrutiny Committee agenda and minutes for 29th April.

PCC – Forward plan from 1st May to 31st August 209.

PCC – Vacancy for a Parish Council Representative on the Standards Board. Anyone interested should contact Martin Whelan at PCC. Selection to take place on 28th May at the CPALC meeting.

Equality and Human Rights Commission – Letter and leaflet on the forthcoming Equality Bill which will harmonise and cover all seven equality strands – age, gender, disability, gender identity, race religion or belief and sexual orientation.

PCC – Letter telling of the business rate deferral scheme. This is to allow businesses to defer increases to 2010/11 and 2011/12.
